RESOLUTION NO. 91-65
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, APPROVING THE APPLICATION
FOR GRANT FUNDS UNDER THE CALIFORNIA WILDLIFE,
COASTAL, AND PARK LAND CONSERVATION PROGRAM ACT
OF 1988, FOR ARCHAEOLOGICAL INVESTIGATION, SITE
PRESERVATION, AND RELATED IMPROVEMENTS AT FAIRVIEW
PARK, A 210 -ACRE PARK FACILITY LOCATED WITHIN THE
BOUNINRIES OF COSTA MESA.
WHEREAS, the people of the State of California enacted the California
Wildlife, Coastal, and Park Land Conservation Program Act of 1988, which
provides funds to the State of California and its political subdivisions
for acquiring and developing facilities for public recreational and histor-
ical purposes; and
WHEREAS, the State Department of Parks and Recreation was delegated
the responsibility for administration of the program within the State,
setting up necessary procedures governing application by local agencies
under the program; and
WHEREAS, said procedures established by the State Department of Parks
and Recreation require the applicant to certify by resolution the approval
of applications prior to submission of said applications to the State; and
WHEREAS, said application contains assurances with which the applicant
must comply; and
WHEREAS, the applicant agency will enter into an agreement with the
State of California for acquisition, development, rehabilitation, or restor-
ation of the project;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLC65:
(1) Approves the filing of an application for California Wildlife,
Coastal, and Park Land Conservation Program Act of 1988, State
grant assistance for the above project; and
(2) Certifies that said agency understands the assurances and certi-
fication in the application form;
(3) Certifies that said agency has or will have sufficient funds to
operate and maintain the project;
(4) Certifies that said agency will complete this phase of the project
within three years from the date of approval by the State;
(5) Appoints the Director of Community Services as agent of the City
to conduct all negotiations, execute, and submit all documents,
including but not limited to applications, agreements, amend-
ments, payment requests, and so on, which may be necessary for
completion of the aforementioned project.
