HomeMy WebLinkAbout91-90 - 1992-93 Arterial Highway Financing Program - Adams AvenueRESOLUTION NO. 91-90 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE 1992-93 ARTERIAL HIGHWAY FINANCING PROGRAM THE IMPROVE24ENT OF ADAMS AVENUE. WHEREAS, the City of Costa Mesa desires to improve Adams Avenue between Placentia Avenue and Royal Palm Drive, and between Peterson Place and Fairview Road; and WHEREAS, Adams Avenue is an important artery in the County of Orange and of general County interest; and WHEREAS, Articles 2 and 3, Chapter 9, Division 2, of the Streets and Highways Code authorizes a County, if it so desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any city in the improvement, construction, or repair of a street within a city; and WHEREAS, the Board of Supervisors intends to, by appropriate action, provide in the County Road budget for the Fiscal Year 1992-93 a sum of money for the improvement of streets within the incorporated cities of the County in accordance with the Orange County Arterial Highway Financing Program; WHEREAS, the County of Orange has approved $250,000.00 for the project in fiscal year 1991-92 and the City requests additional funding; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa hereby requests the Board of Supervisors of the County of Orange to allocate to said City from County funds an additional $215,000.00, for a total of $465,000.00, said amount to be matched by funds from said City, to be used to aid said City in the improvement of Adams Avenue between Placentia Avenue and Royal Palm Drive, and between Peterson Place and Fairview Road; said improvements to be in accordance with the attached project statement. BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Orange is hereby requested to find that said improvements on Adams Avenue in the manner provided, is in the general County interest. BE IT FINALLY RESOLVED that by this Resolution, the City of Costa Mesa agrees with the basic concepts of the Arterial Highway Financing Program; and further agrees that its share of the cost of improvements and rights- of-way will be available for the Fiscal Year 1992-93. C ty Clerk and ex -officio Clerk f the City Council of the City of Mesa L 296 PROTECT DESCRIPTION ADAMS AVENUE BETWEEN PLSCENTIA AVENUE AND ROYAL PALM DRIVE AND BETWEEN PETERSON PLACE AND FAIRVIEW ROAD RESOLUTION NO. 91-90 The scope of work in general consists of pavement reconstruction overlay, cold planing, traffic control, installation of new traffic loop detectors, placement of new traffic striping and markings, adjustment of manholes and water valves to the finished grade, and all appurtenant work necessary to complete the improvements. 0 9
