The City Council of the City of Costa Mesa oboes ordain as follows: Section 1. DEFINITION. I>TUISAIICE DEPINIM. anything which is injurious to health or indecent, or offensive to the senses, or obstructs the free use of, or endangers property so as to interfere with the comfortable enjoyment of any number of the citizens of this city, or life or property is a nuisance. Section 2, FORTUNE, TELLING, 7TC. No person shall carry on, practice or profess to practice the business or art of astrology,-, palmistry, ;?hrenology, life -reading, fortune telling, cartoman- cy, clairvoyance, clairaudience, crystal gazing, h,Ypnotism, mediumship, spirit photography, spirit writing, spirit voices, spirit materialization, etheralization, prophecy, augury, divination, magic, necromancy, character reading, or fortune telling. by handwriting ana�.,ysls, or other similar b$einess or art, and demand or receive directly or indirectly a fee, gift, donation, or reward for the exercise or exhibition. Section 3. SAME. TEACIIING. Flo person shall teach or give instruction in astrology, palmistry, phrenology, 1#sfe-reading, fortune telling, cartomancy, clairvoyance, clair-audience, crystal gazing, hypnotism, mediumshir, spirit photography, spirit wrii;ing, spirit voices, spirit materialization, etherealization, })rophecy, augury, divination, magic, necromancy, or other similar business or art and demand, ask, or receive, directly or indirectly,a gift, fee, donation or reward for such teaching or instruction. Section 4. POSTING. This ordinance shall take effect and be in force at the expiration of thirty (30) days from and after its r, ;sage, and before the expiration of fifteen (15) days from its passage the Clerk shall .post the same in three public places within the City of Costa I:esa. Section 5 - PENALTY. Any person violating an r )rovis-ion. of this ordi,,Iance shall be guilty of a misdemeanor and lxron conviction shall be punished by imprisonment not to exceed six (h) months or a fine not to exceed rive Hundred (';5500.00) Dollar:; or o.f both such fine and imprisonment.
