HomeMy WebLinkAbout00-86 - Denying Planned Signing Program ZA-00-358Z RESOLUTION NO. 00-86 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, DENYING PLANNED SIGNING PROGRAM ZA-00-35. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, an application was filed by Young Electric Sign Company, 1442 South Cucamonga Avenue, Ontario, authorized agent for Holiday Inn, with respect to real property located at 3131 Bristol Street, for a Planned Signing Program to allow a 65 -foot high, 230 -square -foot, freeway -oriented sign on a 3.8 -acre lot located south of the San Diego Freeway (1-405) on Bristol Street, in the C1 zone; and WHEREAS, after notice of public hearing to consider the request, the Zoning Administrator denied the Planned Signing Program on September 21, 2000; and WHEREAS, this item was appealed to the Planning Commission, and a duly noticed public hearing was held by the Commission on November 13, 2000, at which time the Commission upheld the Zoning Administrator's decision to deny the application; and WHEREAS, this item was appealed to the City Council, and a duly noticed public hearing was held by the City Council on December 18, 2000; NOW, THEREFORE, BE IT RESOLVED that based on the evidence in the record and the findings contained in Exhibit "A", the City Council hereby denies Planned Signing Program PA -00-35 with respect to the property described above. The proposed signage is not consistent with the intent of the Sign Code and the General Plan. B. Approval constitutes a grant of special privilege and allows substantially greater visibility than what the standard provisions of the Sign Code allow. C. The proposed sign will negatively impact the residential properties to the west. D. The project has been reviewed for compliance with the California Environmental Quality Act (CEQA), the CEQA Guidelines, and the City environmental procedures, and has been found to be exempt from CEQA. E. The project is exempt from Chapter XII, Article 3 Transportation System Management, of Title 13 of the Costa Mesa Municipal Code. Exhibit "A" Resolution No. 00-86 Page 1 of 1
