A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA
MESA OF INTENTION TO ANNEX TO SAID CITY CERTAIN UNIN-
HABITED AREA DESIGNATED AS "ADAMS N0. 4 ANNEXATION".

NOTICE OF THE PROPOSED ANNEXATION OF TERRITORY TO THE
COSTA MESA RECREATION AND PARK DISTRICT IN ORANGE COUNTY.
WHEREAS, there is situated outside of and contiguous to the City of Costa
Mesa a certain uninhabited area as hereinafter more particularly described; and
WHEREAS, the owners of more than one-fourth of the land in the territory
by area and by assessed value as shown on the last equalized assessment roll of
the County of Orange have expressed themselves as desirous of having the same
annexed with the City of Costa Mesa, and
WHEREAS, it would be for the best interest of the City of Costa Mesa to
annex the said hereinafter described property; and
WHEREAS, the area above referred to is also outside of and contiguous to
the Costa Mesa Recreation and Park District, and
WHEREAS, the City Council of the City of Costa Mesa, as supervising authority
of said District finds and determines that said territory should be annexed to the
existing Costa Mesa Recreation and Park District, and
WHEREAS, there has been submitted, on or about the 24th day of January, 1962,
to the Orange County Boundary Commission, a legal description and plat of the said
hereinafter described area, for its report, pursuant to the provisions of Section
35002 of the Government Code of the State of California; and
WHEREAS, the report of the Orange County Boundary Commission has been secured
and reported upon by said Boundary Commission with respect to the definiteness and
certainty of the proposed boundaries;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa Mesa,
to annex to the City of Costa Mesa the said real property as hereinafter described,
which said real property is contiguous to the present boundaries of the City of Costa
Mesa and which property is at the present time uninhabited, and
THEREFORE, BE IT RESOLVED FURTHER, by the City Council of the City of Costa
Mesa, as the supervising authority of the Costa Mesa Recreation and Park District
to annex to the existing Costa Mesa Recreation and Park District the said real
property as hereinafter described, which said real property is contiguous to the
existing Costa Mesa Recreation and Park District.

NOTICE IS HEREBY GIVEN that it is proposed by the City of Costa Mesa
to annex to said City the hereinafter described real property and to the Cosa
Mesa Recreation and Park District which said real property shall in these
proceedings be known as ANNEXATION NO. 56 to the City of Costa Mesa and the
Costa Mesa Recreation and Park District, and bear the name of "ADAMS N0. 4
ANNEXATION". The specific description of the boundaries of the territory
proposed to be annexed to the City of Costa Mesa and to the Costa Mesa
Recreation and Park District is as follows:
Beginning at an angle point in the existing boundary of the
City of Costa Mesa, said point being the intersection of a
line 50.00 feet Northerly of, measured at right angles, and
parallel to the centerline of Adams Avenue, as described in
a deed to the County of Orange, recorded December k, 1908 in
Book 160, page 180 of Official Records, Orange County,
California with the Easterly line of the Greenville -Banning
Channel as described in a deed to the Orange County Flood
Control District, recorded in Book 4367, pages 346 to 350
inclusive of Official Records of said Orange County, said
point being also the Westerly terminus of that certain course,
having a bearing of South 890 16' 241, West and a distance of
2382.68 feet as established in the Adams No. 3 Annexation to
the City of Costa Mesa, California, Ordinance No. 390, adopted
October 18, 1961; thence North 890 16' 21+" East, along a line
50.00 feet Northerly of, measured at right angles, and parallel
to the centerline of said Adam: Avenue and along said existing
boundary of the City of Costa Mesa, 2382.68 feet; thence North
890 16' 11" East, along last mentioned parallel line and said
existing boundary 1030.66 feet, to an angle point in the
existing boundary of the City of Costa Mesa as established
by the Adn np Nn. 2 Annexation to the City of Costa Mesa, California,
Ordinance No. 335, adopted February 3, 1961; thence North 890 16'
11" East, along a line 50.00 feet Northerly of, measured at right
angles, and parallel to said centerline of Adams Avenue and along
said existing boundary, 1916.45 feet, to an angle point in the
existing boundary of the City of Costa Mesa, as established in
the Adam. No. 1 Annexation to the City of Costa Mesa, California,
Ordinance No. 295, adopted September 16, 1960, said point being
on a line 500.00 feet Westerly of, measured at right angles, and
parallel to the West line of Fairview Tract, as shown on a map
thereof, recorded in Book 25, page 76 of Miscellaneous Records
of Los Angeles County, California and as described the herein-
before mentioned deed to the Orange County Flood Control District;
thence South 40' East along said existing boundary of the City
of Costa Mesa, 1416 feet more or less, to the North line of Lot
"A" of the Banning Tract, as shown on a map thereof, filed in
Action No. 6385 in the Superior Court of the State of California,
in and for the County of Los Angeles, said North line being also
the existing boundary of the City of Costa Mesa, California, as
established in the Harbor No. 1 Annexation to the City of Costa
Mesa, California, Ordinance No. 294, adopted March 30, 1960;
thence South 890 14, 37" West, along said North line of Lot
"A" of the Banning Tract, the Westerly prolongation thereof,
and said existing boundary, 5836.57 feet, more or less, to
the Easterly line of the Santa Ana River. 300 feet, in width,
as described in a deed to the Newber`.. Protection District,
recorded June 22, 1911 in Book 197, page 300 of Official
Records of Orange County, California; thence departing from

the existing boundary of the City of Costa Mesa, North 130
11' 5W' East, along said Easterly line of the Santa Ana
River, 1515.78 feet to said line, 50.00 feet Northerly of,
measured at right angles and parallel to the centerline of
Adams Avenue; thence North 890 16' 241, East, along last
mentioned parallel line, 231.81 feet to the point of
beginning.
FURTHER NOTICE IS HEREBY GIVEN, that on the 19th day of March, 1962,
at the hour of 7:30 o'clock p.m., or as soon thereafter as it may be heard in
the Council Chamber of the City Hall of the City of Costa Mesa, 695 West 19th
Street, Costa Mesa, California, hearings will be held at which hearings the
City Council shall hear and pass upon all written protests to the annexation
to the City filed at any time before the said hour set for said hearings,
by any person owning real property within the territory so proposed to be
annexed to said City and at any time before the said hour set for said
hearings any o;mer of property within the property proposed to be annexed
may file a written protest against the annexation to said City. The protest
shall set forth the name of the owner of the property affected and give a
description of said property and general terms.
NOTICE IS HEREBY FURTHER GIVEN that unless more than one (1) percent
of the total number of voters living within the territory proposed to be
annexed to the Costa Mesa Recreation and Park District have at or prior to
said hearing filed written objections to said annexation, the question of
annexation shall not be submitted to the voters at an election. At the
time and place fixed for said hearing the City Council shall hear any person
objecting to the said annexation.
The City Clerk of the City of Costa Mesa is hereby directed and
authorized to cause a copy of this Resolution and Notice to be published for
once a week for two successive weeks prior to said hearing in the Orange
Coast Daily Pilot, a newspaper of general circulation printed and published
in the City of Costa Mesa, and in the Santa Ana Register, a newspaper of
general circulation published outside the City of Costa Mesa and within
the County of Orange.
