A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
MESA URGING THE LEGISLATURE OF THE STATE OF CALIFORNIA
TO CONSIDER A PROPOSED CONSTI'1UTIONAL AMENDMENT PRO-
VIDED FOR A 1% TAX ON INTRA -STATE TELEPHONE RECEIP`T'S.
WHEREAS, the League of California Cities has asked that the Special
Session of the Legislature consider a proposed Constitutional Amendment to ,%
provide for a 1% tax on intra -state telephone company receipts; and
WHEREAS, said proposed Amendment was approved by the Senate in
the 1961 Session, but defeated by the Assembly Cornittee on Constitutional
Amendments; and
WHEREAS, unless the proposed measure is considered at this Special
Session it cannot be placed upon the ballot until 1964; and
WHEREAS, the yield from the proposed 1% tax would replace the loss
of franchise fees sustained by cities as the result of Supreme Court decisions;
and
WHEREAS, this Council deems it to be in the best interest of cities
throughout the State that said proposed Constitutional Amendment be placed
upon the ballot;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Costa Mesa that the Governor of the State of California and the representatives
from this area in the State Legislature be, and the same are hereby, urged to
support and take every step possible to insure the placing upon the ballot of
the proposed Constitutional Amendment establishing a 1% tax on intra -state
receipts of telephone companies; and
BE IT FURTHER RESOLVED that the City Clerk of the City of Costa Mesa
be, and he is hereby, directed to forward certified copies of this Resolution
to the Governor and representatives from this area in the Legislature.
PASSED AND ADOPTED this 5th day of March, 1962.
