HomeMy WebLinkAbout62-34 - Immediate action on Freeway from Palisades Rd, Northerly on Route No. 55RESOLUTION N0. 62-34 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA RECITING CERTAIN FACTS CONSTITUTING THE URGENCY FOR IMMEDIATE ACTION ON THE FREEWAY FROM PALISADES ROAD NORTMLY ON ROUTE NO. 55• WHEREAS, Freeway construction has been completed on Route 55, main traffic artery between this City and Palm Springs, Las Vegas, Mountain Resorts, and the East, as far southerly as Chapman Avenue in Orange; and WHEREAS, Freeway construction is now in process from Chapman Avenue southerly to Newport Avenue in the vicinity of Warner Avenue; and WHEREAS, there remains to be completed the link between the present southerly limit of construction, and Palisades Road in the City of Costa Mesa; and WHEREAS, this uncompleted section of the freeway on Route 55 consti- tutes a bottleneck, a hazard, and a deterrent to the free and safe movement of traffic along this main artery; and WHEREAS, the facts constituting the hazardous condition of this uncompleted section of freeway are as follows: Accidents occurring on Newport Boulevard from Palisades Road to Tustin Avenue from January 1, 1961, through February 28, 1962, are as follows: Fatalities Inj. Acc. Persons Inj, Prop. Dam. TOTAL 5 48 64 91 144 and WHEREAS, the above hazards are shared by three jurisdictions, and the division between the jurisdictions is as follows: Costa Mesa's ortion: Fatalities Inj. Acc. Persons Inj. 1 14 20 Santa Ana's portion: Fatalities Inj. Acc. Persons Inj. 0 3 Not. avail. California Highway Patrol portion: Fatalities Inj. Acc. Persons Inj. 5 31 44 and Prop. Dam. TOTAL 31 46 Prop. Dam. TOTAL 8 11 Prop. Dam. TOTAL 51 87 WHEREAS, this City Council deems it important that cities and other jurisdictions along this route be encouraged and urged to arrive at early solution of their street and aerial and vehicular transportation problems and drainage problems incident to construction of this freeway section; and WHERFMO this City Council deems it advisable, necessary, and urgent that this hazardous section be ompleted as soon as possible, and that the interests of jurisdictions along the route be subordinated to the best interests of this densely populated area of Southern California; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa Mesa that the California Highway Commission and the State Division of Highways be, and the same are hereby, urged to take immediate action to complete the freeway on Route 55 to Palisades Road in the City of Costa Mesa; and BE IT FURTHER RESOLVED, that the facts constituting this urgency are such that require concentrated cooperation and constructive action by all juris- dictions involved, and this City Council hereby urges, in the strongest possible manner, that steps be taken at once to protect the lives and safety of the traveling public and to facilitate the flow of traffic on this important artery.
