RESOLUTION OF INTENTION N0. 62-116
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, DECLARING ITS INTENTION TO ORDER CERTAIN DRAINAGE
WORK TO HE DONE IN THE MATTER OF DRAINAGE DISTRICT SMPROVEMENT
NO 1 (DRAINAGE DISTRICT ACT OF 1919 PRECEEDINGS RESOLUTION OF
INTENTION NO. 1).
RESOLVED, that it is the intention of the City Council of the City
of Costa Mesa, California, proceeding under and by virtue of the Drainage
District Improvement Act of 1919, as amended, and in the matter of Drain-
age District Improvement No. 1, on the 17th day of September, 1962, at the
hour of 7:30 P.M. of the date, or as soon thereafter as the matter can be
heard, at the chambers of said City Council, to order work to be done, as
follows, to wit: The construction of an underground drainage conduit
along Adams Avenue from 1200 feet Westerly of Harbor Boulevard, to 4900
feet Westerly from Harbor Boulevard, and thence Southerly along the extension
of Placentia Avenue to a point connecting with the Fairview Flood Control
Channel located approximately 1600 feet Southerly of Adams Avenue; all of
said work to be constructed upon the grades, along the lines, between the
points, of the dimensions, at the places and in the manner. shown on the
plans, drawings and specifications for the construction of said drainage
district improvement on file in the Office of the City Engineer of said
City and on file in the Office of the City Clerk of said City, to which
said plans, drawings and specifications heretofore approved by the City
Council of said City, reference is hereby made for a further and more
particular description of said work, the said work to be done in accordance
with the said plans and specifications theretofore filed with the City Clerk
of the City of Costa Mesa on the 20th day of August, 1962, except as the
boundaries of the District and the plans and specifications may be changed
at the hearing hereinafter provided, and to which all persons are hereby
referred for the further full and complete description of said work. For
the cost and incidental expenses of the work, and the cost of the proceed-
ings, bonds will be issued for the total amount thereof, due and payable in
twenty (20) annual installments, the first thereof becoming due one (1) year
from and after the date of said bonds and bearing interest at the rate of
six (6) percent per annum, payable semi-annually, all in legal tender of the
United States.

A special fund for the payment of said bonds and interest thereon,
to be designated Drainage District Improvement No. 1, interest and sinking
fund, is to be constituted by the levy and collection of special assessment
taxes upon all land within a district to be known as Drainage District Im-
provement No. 1, of the City of Costa Mesa, and partly by transfer of money
from the City General Fond according to the procedure set forth in Section
12 of the Drainage District Improvement Act of 1919•
Such district as proposed being all that territory in the City of
Costa Mesa, County of Orange, State of California, lying within the ex-
terior boundary line, bounded Easterly by the centerline of Harbor Boulevard;
Northerly by the centerline of Adams Avenue; Westerly by the centerline of
Placentia Avenue; and Southerly by the Northerly line of the Banning Tract.
A map or plat on which is indicated the said boundary line of the said dis-
trict is on file with the City Clerk of the said City of Costa Mesa and
said map shall govern for all details as to the extent of said District.
Reference is hereby made to the said map for the full, detailed and complete
description of the boundaries of the said district.
NOTICE IS HEREBY GIVEN that at the time herein mentioned for ordering
the said proposed work, the matter of said Drainage District Improvement

No. 1, will cane up for hearing, and all objections which under the provisions
of said Drainage District Improvement Act of 1919 are entitled to be heard or
determined, will, or at such time or times to which said hearing is continued,
be heard and determined, and the boundaries of said District and the plans
and specifications will be then finally determined and established. The
Orange Coast Daily Pilot is hereby designated as the newspaper in which this
Resolution shall be published and in which other publications in the proceedings
shall be made unless orders are hereafter made changing the paper designated
for such later publications.
D. Southworth, the City Engineer, is hereby appointed to supervise the
work of said improvement.
The City of Costa Mesa, shall, out of its General Fund, pay the sum
of $30,000.00 of the contract price to the contractor. The City Council

of the City of Costa Mesa does hereby find that said foregoing expenditure
will promote and benefit the public health in the community in which the
district lies and will protect public roads, to wit: Harbor Boulevard and

Adams Avenue and certain other streets from damage by reason of storm
water or overflow.

I, C. K. PRIEST, City Clerk and ex -officio Clerk of the City Council
of the City of Costa Mesa, do hereby certify that at a regular meeting of
the City Council of the City of Costa Mesa, held on the 20th day of August,
1962, the foregoing Resolution, being Resolution No. 62-116, was considered
section by section, and that said Resolution was then passed and adopted as
a whole by the following roll call vote, to wit:
AYES: Councilmen - Meyers, Smith, Tcmmchak, Wilson, Plnkley
NOES: Councilmen - None
ABSENT: Councilmen - None
