A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
OF INTENTION TO ANNEX TO SAID CITY A CERTAIN UNINHABITED
AREA DESIGNATED AS "WATERMAN NO. 1 ANNEXATION"

NOTICE OF THE PROPOSED ANNEXATION OF TERRITORY To THE COSTA
MESA RECREATION AND PARK DISTRICT IN ORANGE COUNTY.
WHEREAS, there is situated outside of and contiguous to the City of
Costa Mesa a certain uninhabited area as hereinafter more particularly des-
cribed; and
WHEREAS, the owners of more than one-fourth of the land in the ter-
ritory by area and by assessed value as shown on the last equalized assessment
roll of the County of Orange have expressed themselves as desirous of having
the same annexed with the City of Costa Mesa; and
WHEREAS, it would be for the best interest of the City of Costa Mesa
to annex the said hereinafter described property; and
WHEREAS, the area above referred to is also outside of and contiguous
to the Costa Mesa Recreation and Park District; and
WHEREAS, the City Council of the City of Costa Mesa, as supervising
authority of said District, finds and determines that said territory should
be annexed to the existing Costa Mesa Recreation and Park District; and
WHEREAS, there has been submitted, on or about the 4th day of May,
1962, to the Orange County Boundary Commission, a legal description and plat
of the said hereinafter described area, for its report, pursuant to the pro-
visions of Section 35002 of the Government Code of the State of California; and
WHEREAS, the report of the Orange County Boundary Commission has been
secured and reported upon by said Boundary Commission with respect to the definite-
nes$ and certainty of the proposed boundaries;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Costa Mesa, to annex to the City of Costa Mesa the said real property as herein-
after described, which said real property is contiguous to the present boundaries
Lof the City of Costa Mesa and which property is at the present time uninhabited;
and
THEREFORE, BE IT RESOLVED FURTHER, by the City Council of the City of
Costa Mesa, as the supervising authority of the Costa Mesa Recreation and Park
District, to annex to the existing Costa Mesa Recreation and Park District the
said real property as hereinafter described, which said real property is contiguous
to the existing Costa Mesa Recreation and Park District.
NOTICE IS HEREBY GIVEN that it is proposed by the City of Costa Mesa
to annex to said City the hereinafter .described real property and to the Costa
Mesa Recreation and Park District, which said real property shall in these pro-
ceedings be known as ANNEXATION N0. 59 to the City of Costa Mesa and the Costa
Mesa Recreation and Park District, and bear the name of "WATERMAN NO. 1 ANNEXA-
TION." The .specific description of the boundaries of the territory proposed to
be annexed to the City of Costa Mesa and to the Costa Mesa Recreation and Park
District is as follows:
Beginning at a point, said point being the intersection of the
northwesterly prolongation of the southwesterly line of Lot 325,
Newport Heights, with the centerline of Santa Ana Avenue, 100
feet in width, as said intersection is shown on a map of Newport
Heights, recorded in Book 4, page 83 of Miscellaneous Maps,
records of Orange County, California; thence South 500 East,
along the northwesterly prolongation of the southwesterly line
of said Int 325, 30.00 feet, to a point in the existing boundary
of the City of Costa Mesa, as said boundary is described in the
Official Description of the Original Boundary of the City of
Costa Mesa, California, in a resolution of the Board of Super-
visors, Orange County, California, dated June 25, 1953, filed
and accepted by the Secretary of State, State of California,
June 29, 1953, said point being the true point of beginning
of the land herein described; thence North 400 East, along a
line 30.00 feet southeasterly of and parallel to the centerline
of said Santa Ana Avenue, and along said existing boundary of
the City of Costa Mesa, 360.15 feet, more or less, to the north-
westerly prolongation of the southwesterly line of Lot 102 of
Tract No. 300, as shown on a map thereof, recorded in Book 14,
pages 11 and 12 of Miscellaneous Maps, Records of Orange County,
California; thence South 500 11' 45" East, along said north-
westerly prolongation of the southwesterly line of Lot 102, 0.6
feet, more or less, to the southeasterly line of Santa Ana Avenue,
60 feet in width, and the northwesterly line of said Lot 102;
thence North 390 48' 45" East, along said southeasterly line of
Santa Ana Avenue, said northwesterly line of Lot 102 and said
existing boundary of the City of Costa Mesa, 100.00 feet; thence,
departing from the existing boundary of the City of Costa Mesa,
South 500 11' 45" East, 150.00 feet; thence South 390 48' 45" West,
100.00 feet, to the southwesterly line of said Lot 102 and the
northeasterly line of 23rd Street, 60.00 feet in width; thence
South 500 11' 45" East, along said northeasterly line of 23rd
Street, 132.9 feet, more or less, to a line 313.50 feet south-
easterly of, measured at right angles, and parallel to the center-
line of Santa Ana Avenue, 100 feet in width, as shown on said map
of Newport Heights; thence South 400 West, along said parallel
line, 360.15 feet, more or less, to the southwesterly line of
said Lot 325, Newport Heights; thence North 500 West, along said
southwesterly line of Lot 325 and the northwesterly prolongation
thereof, 313.50 feet to the true point of beginning.
FURTMM NOTICE IS HEREBY GIVEN, that on the 18th day of June, 1962, at
the hour of 7:30 o'clock, p.m., or as soon thereafter as it may be heard in
the Council Chamber of the City Hall of the City of Costa Mesa, 695 West 19th
Street, Costa Mesa, California, hearings will be held at which hearings the
City Council shall hear and pass upon all written protests to the annexation
to the City filed at any time before the said hour set for said hearings, by
any person owning real property within the territory so proposed to be
annexed to said City and at any time before the said hour set for said
hearings any owner of property within the property proposed to be annexed
may file a written protest against the annexation to said City. The protest
shall set forth the name of the owner of the property affected and give a
description of the property in general terms.
NOTICE IS HEREBY FURTHER GIVEN that unless more than 1 per cent of
the total number of voters living within the territory proposed to be annexed
to the Costa Mesa Recreation and Park District have, at or prior to said hear-
ing, filed written objections to said annexation, the question of annexation
shall not be submitted to the voters at an election. At the time and place
fixed for said hearing the City Council shall hear any person objecting to the
said annexation.
The City Clerk of the City of Costa Mesa is hereby directed and author-
ized to cause a copy of this Resolution and Notice to be published once a week
for two successive weeks prior to said hearing in the ORANGE COAST DAILY PILOT,
a newspaper of general circulation printed and published in the City of Costa
Mesa, and in the SANTA ANA REGISTER, a newspaper of general circulation printed
and published outside the City of Costa Mesa and within the County of Orange.
