RESOUJTION No. 63-23
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA
MESA URGING THE BOARD OF SUPERVISORS OF ORANGE COUNTY
TO CAUSE AN INDEPENDENT SURVEY TO BE MADE OF FLIGHT
PATTERNS IN THE COASTAL AREA; OFFERING TO SHARE IN
THE COST THEREOF, AND URGING THAT DECISION BE DEFERRED
ON THE PROPOSED "LEISURE WORLD" DEVELOPMENT UNTIL SUCH
STUDY IS COMPLETED.
WHEREAS, it is the mutual responsibility of the Board of Supervisors of
Orange County and the Cities of Orange County to look to the future as well as
the present in public planning; and
WHEREAS, the proposed "Leisure World" development, within the flight
pattern of the E1 Toro Marine Base, presents definite, recognized and measurable
hazards to the health, safety and welfare of the coastal cities of Orange County;
and
WHEREAS, not only senior citizens, but all people living within the
flight patterns, are potential victims of unbearable noise and safety hazards; and
WHEREAS, no unbiased, independent study exists of the said flight patterns
and their potential future effect upon the City of Costa Mesa and the adjoining
Cities falling within these flight patterns; and
WHEREAS, the preservation, support andmaintenance of the E1 Toro Marine
Base, with its annual payroll of $75,000,000.00, is essential to the economic
structure of Orange County and the cities thereof; and
WHEREAS, this City Council deems it to be in the best interest of the City
of Costa Mesa, the adjoining coastal cities, and the county, that all interests
involved should joinin a cooperative, comprehensive and constructive technical
study of the flight pattern problem; and
WHEREAS, the results of action, at this time, without the benefit of an
independent survey of the entire problem, could be disastrous to the future of
the cities of the coastal area;
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF COSTA
MESA, AS FOLLOWS:
survey to be made of the flight pattern problem.
1. That
the
City of Costa Mesa will,
and it
does hereby, pledge
its
assistance to
the
Board of Supervisors of
Orange
County in causing an
independent
survey to be made of the flight pattern problem.

2. That the City of Costa Mesa hereby offers to share in the cost of
such survey, in an amount not to exceed $1500.00, contingent upon the other
cities of the Coastal Area assuming their shares of such cost.
3. That the Board of Supervisors of Orange County is hereby strongly
urged to defer decision upon the rezoning of the proposed "Leisure World"
area until such time as a comprehensive survey of the problems involved
has been completed.
4. That the City Clerk of the City of Costa Mesa is hereby directed
to transmit certified copies of this Resolution to the Board of Supervisors
of Orange County and coastal cities.
