HomeMy WebLinkAbout63-34 - Opposing AB No. 28 - San Bernardino Valley Water District390 RESOLUTION No. 63-34 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA EXPRESSING OPPOSITION TO ASSEMBLY BILL NO. 28. WHEREAS, the San Bernardino Valley Municipal Water District has not determined to join the Metropolitan Water District to relieve their acute water shortage, but is attempting to require other cities and agencies to relieve their water shortage by State legislation proposed as Assembly Bill No. 28; and WHEREAS, Assembly Bill No. 28 is special legislation for the sole benefit of the San Bernardino Valley Municipal Water District and is an attempt to have the State Legislature compel other cities and districts to render relief to said San Bernardino Valley Municipal Water District in a manner which would reward refusal to accept the burden of providing water by voluntary contract to relieve the voters of the San Bernardino Valley Muni- cipal Water District of their vote against membership in the Metropolitan Water District; and - - WHEREAS, the Metropolitan Water District is composed of cities and dis- tricts voluntarily associated to provide the plant and facilities at their own expense for the supplying of their own water, a situation of self help in the basic American tradition; and WHEREAS, the City of Costa Mesa believes that other areas should be allowed to join the District, but that no area should be supplied special privileges and benefits by State Legislation and so relieved of any obliga- tion to join with its sister cities and districts. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Costa Mesa hereby respectfully petitions the California Legislature and the individual members thereof to vote in opposition to Assembly Bill No. 28 and expresses to said individual members its complete and unalterable oppo- sition to said Assembly Bill No. 28 as now proposed and unalterable oppo- sition to any modification, amendment or change in said Bill in the belief that the idea back of such approach is basically wrong and an inexcusable invasion of the home rule principle by special privilege legislation that should never be supported or favored by any informed person. BE IT FURTHER RESOLVED, that the City Clerk shall send copies of this Resolution to all members of the Legislature from Orange County.
