RESOLUTION No. 63-36
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
SETTING FORTH AND CLARIFYING THE POSITION OF THE CITY WITH
REGARD TO THE PROPOSED COASTAL FREEWAY.
WHEREAS, it has been called to the attention of this City Council that
/ its position .with regard to the proposed Coastal Freeway is being misstated,
!■i� perhaps purposefully; and
WHEREAS, the misunderstanding seems to stem from the liberal interpre-
tation of Resolution No. 336 of this City Council, adopted on the 4th day of
March, 1957; and
WHEREAS, said Resolution states, in part: "that the City Council of
the City of Costa Mesa does endorse and approve, in principle, the Master Plan
of Arterial Highways as adopted by the Orange County Board of Supervisors on
May 31, 1956;" and
WHEREAS, said statement set ibrth in clear and simple manner the approval
by this Council of the principle and technique of highway planning, as evidenced
by the Master Plan of Arterial Highways of Orange County, and does not, nor can
it be construed to adopt the highway plans of Orange County; and
WHEREAS, said Resolution also states: "that the State Division of High-
ways and the State Highway Commission, be, and they are hereby, urged to initi-
ate engineering study of the proposed development of a. coastal highway in order
that a decision may be reached to the advantage of all the coastal communities
of Orange County;" and
WHEREAS, said statement set ibrth clearly and simply the desire of the
Council that the engineers of the State of California determine the need for a
Coastal Freeway; and
WHEREAS, this City Council, thereafter and following the adoption of said
Resolution No. 336, again went on record as resting the determination of the actual
route of the Coastal Freeway in the hands of the State's engineers; and
WHEREAS, a third action of this City Council, on the 4th day of April,
WHEREAS, the position of the City Council of the City of Costa Mesa is
commonly known and recognized with regard to the Coastal Freeway;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa

forth the determination and finding of the City Council
that a suitable
route
for
the Coastal Freeway does not exist in South Costa Mesa;
and
WHEREAS, the position of the City Council of the City of Costa Mesa is
commonly known and recognized with regard to the Coastal Freeway;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa

Mesa, that its finding and determination that a suitable route for a Coastal
Freeway does not exist in South Costa Mesa, be, and the same is hereby clari-
fied, reaffirmed and restated; and
BE IT FURTHER RESOLVED, that the State Highway Commission is hereby
urged to recognize the fact that adoption of any other route for the proposed 1
Coastal Freeway, other than along Highway 101, would create a need for the J
construction of two high level bridges in the Costa Mesa Marina - one at the
Highway 101 crossing and second at the Coastal Freeway crossing - thereby
unnecessarily duplicating cost; and
BE IT FURTHER RESOLVED, that inasmuch as a double bridge crossing over
the Back Bay area is generally recognized and considered as unnecessary and
uneconomical; so, therefore, a double bridge crossing over the Santa Ana River
area is equally unnecessary and uneconomical.
