RESOLUTION N0. 63-65
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, ORDERING CERTAIN ADDITIONS, ALTERATIONS, OYIISSION
FROM AND DECREASES IN THE THINGS PROPOSED TO BE DONE AS SET
FORTH IN THE REPORT FILED UNDER DIVISION 4 OF THE STREETS AND
HIGHWAYS CODE OF THE STATE OF CALIFORNIA, AND FINDING THAT
SUCH ADDITIONS, ALTERATIONS, OMISSIONS AND DECREASES DO NOT
INCREASE THE ESTIMATED COST EY YORE THAN ONE-TENTH OF THE
TOTAL ESTIMATED COST.
WHEREAS, this City Council has heretofore taken steps provided by Sections
2821, 2822 and 2823 of the Streets and Highways Code of the State of California, and
WHEREAS, this City Council directed Laurence J. Thompson procure the required
information and prepare and present to this City Council the written report on the
acquisition, work and improvement, and said report has been presented and approved
by this City Council, and
WHEREAS, by Resolution, this City Council fixed a time and place for hearing by
it on said report, and
WHEREAS, Notice of said hearing was mailed as required by said Division 4 of
the Streets and Highways Code of the State of California, and
WHEREAS, at the time and place so fixed a hearing was duly held by this City
Council, at which all written protests or objections were presented, read and all
persons desiring to be heard thereon were heard, and this City Council gave all
persons present an opportunity to be heard in respect to any matter relating to
said report, said acquisition, work or improvement, or any of the proceedings there-
for, and
WHEREAS, all persons desiring to appear and be heard at said hearing were heard,
and said hearing has been regularly held, and
WHEREAS, this Council adopted Resolution No. 63-37, determining the results of
hearing, overruling protests, determining that the public interest, convenience and
necessity require certain acquisition, work or improvement of Fairview Road and
certain other streets, alleys and easements, substantially as set forth in the report
on the project filed under the "Special Assessment, Investigation, Limitation and
Majority Protest Act of 1931," and determining that said project is feasible, and
making other determinations, and
WHEREAS, this Council has found and determined certain additions, alterations,
omissions from and decreases in the things proposed to be done, and
WHEREAS, the Engineer has recommended certain additions, alterations, omissions
from and decreases in the things proposed to be done as set forth in said report, and
WHEREAS, said additions, alterations, omissions from and decreases in the

things proposed to be done do not increase the estimated cost by more than one-
tenth of the total estimated cost as stated in said report;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, DOES
SECTION 1. That the following acquisitions and items of work be added,
omitted from and decreased in the things proposed to be done as set forth in
the report filed under Division 4 of the Streets and Highways Code of the State
of California, and certain additions and alterations made as follows:
A. The grading, paving with asphalt concrete over aggregate base and
seal coat, construction of curbs and gutters, curb, spandrel, removing obstruc-
tions, and appurtenant work in connection therewith:

as shown on the Diagram.
B. The grading, paving with asphalt concrete over aggregate base and
seal coat, construction of curbs and gutters, storm drain pipe, drainage structure,
removing obstructions, and appurtenant work in connection therewith:
In
HARBOR BOULEVARD
between Wilson Street and 691.66 feet Southerly from the centerline of Wilson
Street, as shown on the Diagram.
C. The grading, paving with asphalt concrete over aggregate base and
seal coat, construction of curbs and gutters, curb, cross gutters and spandrel,
removing obstructions and appurtenant work in connection therewith:

Road, as shown on the Diagram.
D. The grading, paving with asphalt concrete over aggregate base and seal
coat, construction of curbs and gutters, curb, cross gutter and spandrel, water
main and appurtenances, water service house connections, sewer main, sewer
manholes, house connection sewers, installation of fire hydrants, removal of
obstructions and appurtenant work in connection therewith:

E. The additional grading, paving with asphalt concrete over aggregate
base and seal coat, construction of curbs and gutters, curb, cross gutters and
spandrels, house connection sewers, storm drain pipe, drainage structures, removing
obstructions and appurtenant work in connection therewith:

F. The additional grading, paving with asphalt concrete over aggregate
base and seal coat, construction of curbs and gutters, curb, cross gutters and
spandrels, drainage structure, gate valves, sewer manhole, installation of fire
hydrants, removing obstructions and appurtenant work in connection therewith:

at its intersection with Baker Street, Arlington Drive, Coast College Road and
Costa Mesa High School entrance, as shown on the Diagram.
G. The elimination of paving, curb and gutter, curb, cross gutter and
spandrel, concrete encasement, and grate inlet catch basin.

H. The elimination of curb and gutter, type "D", as
