HomeMy WebLinkAbout65-31 - Coastal Freeway - Opposing Assembly Bill 29134G9 RESOLUTION No. 65-31 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA OPPOSING ASSEMBLY BILL NO. 2913• WHEREAS, Assembly Bill No. 2913 removes from the state highway system that portion of Route One, lying between Route 39, south of Huntington Beach, and Route 73, south of Newport Beach; and WHEREAS, the removal of such portion of Route One from the State Highway system would cause serious damage to the City of Costa Mesa and impede the orderly planning and development of the City of Costa Mesa; and WHERREAS, the Highway Commission of the State of California has adopted a freeway mute (Coast Freeway) through the City of Newport Beach; and WHEREAS, Assembly Bill No. 2913 is an attempt to relocate said adopted Coast Freeway through the City of Costa Mesa, the only alternate route available; and WHEREAS, public hearings were held, and all public agencies involved agreed on the need for a freeway; and WHEREAS, after full and complete hearings, the Highway Commission of the State of California did, on May of 1963, adopt the mute for the Coast Freeway through the City of Newport Beach; and WHEREAS, the City of Costa Mesa has, within its boundaries, the Newport Boulevard Freeway, the San Diego Freeway and the Corona del Mar Freeway and has made agreements with the State Highway Commission, therewith; and WHEREAS, the City of Costa Mesa has, after the adoption by the Highway Commission of the Coast Freeway Route, based its planning and development on the basis of all of said freeways, as adopted by the Highway Commission; y and J WHEREAS, the City of Newport Beach has, on several occassions, requested the Highway Commission to reopen the matter in the location of the Coast Freeway mute; and WHEREAS, the Highway Commission has, on each occasion, refused to reopen the matter; and WHEREAS, the City of Costa Mesa believes that the Legislature should not involve itself in a local dispute regarding the location of a freeway, between two communities; NOW, THEREFORE, the City Council of the City of Costa Mesa does hereby resolve and determine as follows: 1. That the City Council go on record as unanimously opposing Assembly Bill No. 2913, for the reasons above set forth. 2. That a copy of this resolution be sent to each member of the Trans- portation Committee of the Assembly of the Legislature of the State of Cali- fomia. 3. That the City Attorney be authorized to request notice of any hearing on Assembly Bill No. 2913 and be further authorized and instructed to attend such hearing or hearings to fully state to the Committee the position of the City of Costa Mesa.
