RESOLUTION No. 65-45
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
DESIGNATING CERTAIN STREETS OR PORTIONS OF STREETS WITHIN
THE CITY of COSTA MESA AS TRAFFIC DISTRICT "A", "B", "C"
AND "D" AND DESIGNATING CERTAIN STREETS OR PORTIONS OF
STREETS AS "NO PARKING" AREAS.
The City Council of the City of Costa Mesa does hereby resolve as
follows:
SECTION 1. Designation of certain streets or portions of streets as
Traffic District A.
The following streets or portions of streets within the City of Costa
Mesa are hereby designated as Traffic District "A":
The west side of Newport Boulevard from West Nineteenth Street to West
Eighteenth Street.
The east side of Newport Boulevard from East 19th to Rochester Street
Both sides of East Eighteenth Street and Broadway from Newport Boulevard
to Fullerton Street.
Both sides of Harbor Boulevard from Newport Boulevard to West Nineteenth
Street.
Both sides of Park Avenue between West Nineteenth Street and Plumer Street.
That northerly side of Rochester Street for a distance of 415 feet from the
easterly right of way line of Newport Boulevard.
SECTION 2. Designation of certain streets or portions of streets as
( Traffic District B.
■L The following portion of a street within the City of Costa Mesa is hereby
designated as Traffic District B:
Newport Avenue between Nineteenth Street and Harbor Boulevard.
SECTION 3• Designation of certain streets or portions of streets as
Traffic District C.
The following streets or portions of streets within the City of Costa Mesa
are hereby designated as Traffic District "C" and the specific time during
which operators of any motor vehicle may park or stop the same thereon is herein
set forth:
The North side of Center Street from a point 153 feet West of the
center line of Park Avenue to a point 246 feet West of said center line, for
a period of time not longer than twenty minutes between the hours of seven
o'clock A.M. and six o'clock P.M. of any day except Sundays and holidays.
SECTION 4. Designation of certain streets or portions of streets as
Traffic District D.
All streets in the City of Costa Mesa located in residential zones are
hereby designated as Traffic District "D" streets.
1) No stopping or parking within Traffic District D between the
hours of two o'clock A.M. and five o'clock A.M. of any day.
SECTION 5• Designation of certain streets and portions of streets as
Prohibited Parking Streets.
The following streets and portions of streets are hereby designated as
streets which parking is prohibited at all times:
Commercial way
The Easterly side of Irvine Avenue between the Northerly City limits
and a point 333 feet south of East 17th Street.
The
south side of
Wilson Street between a point
Forty (40) feet
West of the
center line of
Harbor Boulevard and a point
139 feet West of said
center line.
On
the south side
of 19th Street from the east
line of Newport
Boulevard to
the west line
of Church Street.

On both sides of Arlington Street from the easterly line of Fairview
Road to a point 2500 feet easterly thereof.

On both sides of Fairview Road between the south line of the Orange
Coast College property and the north line of the Fairview Road Fire Station
site.

On the North side of Victoria Street from 106 feet west of the center
line of Harbor Boulevard to 99 feet east of the center line of Harbor Boulevard,
and on the south side of Victoria Street from 110 feet west of the center line
of Harbor Boulevard to 123 feet east of the center line of said Harbor Boulevard.

On both sides of West 19th Street from Harbor Boulevard to a point
305 feet westerly of Maple Avenue.
On both sides of West 18th Street from Newport Avenue to that certain
alley 145 feet, more or less, northwesterly of and parallel to Newport Avenue.

On both sides of East 17th Street between the westerly line of Irvine
Avenue and a point 130 feet westerly thereof.

On both sides of Harbor Boulevard between Wilson Street and Shopping
Center entrance signals.

On both sides of Harbor Boulevard between 19th Street and Wilson

On the south side of West 19th Street between Placentia Avenue and
Federal Avenue.

On both sides of Fairview Road from Newport Avenue to the San Diego
Freeway, EXCEPTING that parking shall be permitted on the westerly side of
Fairview Road from a point 200 feet south of Wilson Street to Newport Avenue.

On both sides of Fair Drive between Newport Avenue and Fairview Road.

On both sides of Harbor Boulevard between the Harbor Shopping Center
traffic signal and the north City limits.
On both sides of Wilson Street between Harbor Boulevard and College
Avenue.

On the westerly side of Vanguard Way from Fair Drive to a point 1680
feet southerly of Fair Drive.

a) Parking Regulations: Harbor Boulevard between Bernard Street and
West 19th Street.
No parking shall be allowed at any time on Harbor Boulevard between
Bernard Street (situated westerly of Harbor Boulevard) and West 19th Street,
except in established parking bays.
b) Parking Regulations: Harbor Boulevard between Wilson Street and
Victoria Street.
No parking shall be allowed at any time on that portion of Harbor Boulevard
between Wilson Street and Victoria Street except in established parking bays.
c) Parking Pmhibited: Harbor Boulevard at Intersections with Bernard
Street, Victoria Street and Hamilton Street.
No parking shall be allowed at any time on the following designated por-
tions of Harbor Boulevard.
(1) On the North side of Harbor Boulevard at its intersection with
Bernard Street for the distance necessary to protect the left turn pocket as
determined by the City Engineer.
(2) On the South side of Harbor Boulevard at its intersection with
Victoria Street for the distance necessary to protect the left turn pocket
as determined by the City Engineer.
(3) On both sides of Harbor Boulevard at its intersection with
Hamilton Street for the distance necessary to protect the left turn pocket as
determined by the City Engineer.
d) Permitted Parking: Harbor Boulevard between Bernard Street and
Victoria Street.
Parking shall be allowed on that portion of Harbor Boulevard between Bernard
Street (situated westerly of Harbor Boulevard) and Victoria Street, except as
provided in paragraph c) above, and except between the hours of 7:00 a.m. and
9:00 a.m. and between the hours of 3:00 p.m. and 6:00 p.m. The 7:00 a.m. to
9:00 a.m. and 3:00 p.m. to 6:00 p.m. prohibitions shall not apply to authorized
parking bays.
e) Parking Bay Defined.
Parking bays are the areas behind the existing curb located on public
rights of way and approved in accordance with City standards for parking
purposes.
f) Parking Bays - How Established.
Any person desiring to establish parking bays shall make application
to the Street Department of the City of Costa Mesa, and the Street Department
shall issue a permit provided the applicant agrees to conform to the standards
of the City for the establishment of parking bays.
g) Parking Bay Standards.
The Street Department of the City of Costa Mesa shall prepare and
submit to the City Council standards for parking bays for Harbor Boulevard
parking and the Council shall by resolution adopt standards for such parking
bays.
