RESOLUTION N0. 65-14
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
APPROVING AND URGING SUPPORT OF THE AMERICAN HOST PROGRAM
FOR EUROPEAN TEACHERS.
WHEREAS, a study of school systems in Europe has disclosed that many
European teachers form their opinions of life in the United States from
movies, novels and sensational publications, all of which fosters gross
misconceptions of our American philosophy and way of life; and
WHEREAS, this study indicates that European teachers are vitally inter-
ested in life in our country and hundreds wish to visit the United States but
are unable to do so because they feel that the high cost of tourist travel in
the United States is beyond their means; and
WHEREAS, to enable European teachers to visit in the United States, to
observe life here and to dispel the distorted images they have of our country,
Mr. Tom Murphy, a Garden Grove teacher, has conceived the American Host
Program; and
WHEREAS, under the American Host Program teachers are brought from the
free nations
of Europe, at modest cost
to themselves,
to live for
a month
during the summer
as guests of American
families and
to observe at
first
hand those factors which make the American way of life the best the world
has known; and
WHEREAS, since its inception in 1962 the American Host Program, administered
by a non-profit foundation and supported entirely by contributions from American
business men, has brought more than 500 European teachers to this country; and
WHEREAS, an additional 420 elementary and secondary school instructors
will arrive this summer from Germany, France, Belgium, Holland, Scandinavia
and Great Britain for visits with American families across this nation; and
WHEREAS, the section of the program designated "Californians at Home"
is concerned with placing European teachers with California families and will
be expanded to provide hospitality for hundreds of visiting foreigners each
year; and
WHEREAS, because of the high purpose of the American Host Program and
because of the great influence it has upon the fight for freedom, all Cali-
fornia citizens, civic groups, service clubs, Chambers of Commerce, Cities,
and Counties should be urged to participate in it;

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa
Mesa does hereby endorse the American Host Program, commend its associates, and
urge our sister California cities to support and assist the program to achieve
its high goals;
BE IT FURTHER RESOLVED that a copy of this Resolution shall be submitted
to the Orange County Division of the League of California Cities urging its
endorsement of the American Host Program and requesting support in securing
similar endorsement by the League of California Cities.
