HomeMy WebLinkAbout18-58 - Comprehensive Transportation Funding Program for Project "P"RESOLUTION NO. 18-58 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, APPROVING THE SUBMITTAL OF FUNDING APPLICATIONS FOR THE REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM (PROJECT P) TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMPREHENSIVE TRANSPORTATION FUNDING PROGRAM THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the City of Costa Mesa desires to implement the transportation improvements set forth herein; and WHEREAS, the City of Costa Mesa has been declared by the Orange County Transportation Authority (OCTA) to meet the eligibility requirements to receive revenues as part of the Measure M2 "Fair Share" funds; and WHEREAS, the City's Circulation Element is consistent with the County of Orange Master Plan of Arterial Highways; and WHEREAS, the City of Costa Mesa will provide matching funds for each project as required by the Orange County Comprehensive Transportation Funding Program's Guidelines; and WHEREAS, the OCTA intends to allocate funds for transportation improvement projects within incorporated cities and the County; and WHEREAS, the City of Costa Mesa will not use Measure M2 funds to supplant Developer Fees or other commitments; and WHEREAS, the City must include all projects funded by Net Revenues in the seven- year Capital Improvement Program as part of the Measure M2 Ordinance eligibility requirement; and WHEREAS, the City of Costa Mesa supports submission of a joint application with the City of Irvine for the Red Hill Avenue Traffic Signal Synchronization Project. that: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa 1. The City Council hereby requests that the Orange County Transportation Authority allocate to the City Measure M2 funds in the amounts specified in the City's applications for the Comprehensive Transportation Funding Program. The Resolution No. 18-58 Page 1 of 3 City agrees said funds shall be matched by City funds as required and shall be used as supplemental funding to aid the City in the improvement of the Red Hill Avenue Traffic Signal Synchronization Project. 2. The City Council hereby authorizes the Public Services Director, or his or her designee, to submit applications for Renewed Measure M (M2) funded Comprehensive Transportation Funding Program on behalf of the City of Costa Mesa, and to execute any documents and take any action required in connection therewith. The City Council further authorizes the Public Services Director to accept any funds awarded by OCTA and to execute any agreements, assurances, or other documents as may be necessary in connection with the acceptance of such funds. 3. The City Council hereby authorizes a formal amendment to the seven-year Capital Improvement Program to add projects approved for funding upon approval from the OCTA Board of Directors.
