A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, OPPOSING THE CONSIDERATION OF A BICYCLE OR PEDESTRIAN
TRAIL CONNECTING THE EXISTING TANAGER DRIVE BICYCLE TRAIL, EAST OF
GOLF COURSE DRIVE, TO FAIRVIEW PARK, BETWEEN THE COSTA MESA
COUNTRY CLUB AND THE TANAGER DRIVE HOMES
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
WHEREAS, the City's Bikeway and Walkability Committee considered including in
its draft Active Transportation Plan a proposed bicycle trail connecting the existing
Tanager Drive Bicycle Trail, East of Golf Course Drive, to Fairview Park, between the
Costa Mesa Country Club and the homes on Tanager Drive ("Proposed Bike Trail"); and
WHEREAS, over the past 30 years, there have been prior efforts for consideration
of the Proposed Bike Trail, followed by City Council actions in opposition to the Proposed
Bike Trail; and
WHEREAS, when the Proposed Bike Trail was under consideration by the
Bikeway and Walkability Committee as part of its Active Transportation Plan, (i) it was
opposed by Upper Bird Street residents, including residents on Tanager Drive, the Mesa
Verde Community, Inc. Residents' Association and the Costa Mesa Seniors Golf
Association, (ii) over 80 letters of opposition were submitted to the City, (iii) over 800
individuals signed a Petition opposing the Proposed Bike Trail, (iv) City Staff opposed the
Proposed Bike Trail and (v) City Council member Katrina Foley, who acts as Liaison to
the Bikeway Committee, opposed the Proposed Bike Trail; and

WHEREAS, as a result of this opposition, on April 4, 2018, the Bikeway and
Walkability Committee voted against the Proposed Bike Trail and deleted it from its Active
Transportation Plan; and
WHEREAS when the Active Transportation Plan was approved by the City
Council on June 5, 2018, without the Proposed Bike Trail, all five members of the City
Council spoke out in opposition to the Proposed Bike Trail; and
WHEREAS, there has been presented no demonstrated need for the Proposed
Bike Trail because there are already two East/West bicycle arteries (the Joann Street
Bike Trail and the Tanager Drive Class 3 Bike Trail) and a third East/West bicycle trail
along Adams Avenue is proposed in the Active Transportation Plan; and
WHEREAS, the Proposed Bike Trail makes no sense and serves no purpose
because Measure AA would necessitate that it ends at the fence line/boundary between
the golf course and the Northeast Quadrant of Fairview Park; and, for this reason, the
Proposed Bike Trail would not provide any additional East/West access for bicyclists; and
WHEREAS, Mesa Verde real estate agents have opined in writing that the
Proposed Bike Trail will significantly depress the value of all homes in the Upper Bird
Streets and will make the homes on Tanager Drive extremely difficult to sell; and
WHEREAS, the Proposed Bike Trail will require an extensive and expensive
redesign of the Los Lagos golf course, which would require closing all, or major portions,
of this golf course for a lengthy period of time, resulting in its loss of use to golfers, loss
of revenue and additional cost to the City; and

WHEREAS, the Proposed Bike Trail will significantly degrade the beauty and value
of the Costa Mesa Country Club Golf Course and will interfere with play by golfing
enthusiasts who patronize the golf course; and
WHEREAS, routing bicyclists and pedestrians in, or close, to a golf course conflicts
with public safety; and
WHEREAS, over the last three decades, Upper Bird Street residents have
expended hundreds of hours of time and many thousands of dollars opposing the
Proposed Bike Trail; and they are justifiably tired of dealing with this proposal; and
WHEREAS, the City of Costa Mesa has also expended large amounts of time and
money dealing with the Proposed Bike Trail and its proponents and opponents; and
WHEREAS, unless conditions change significantly, it makes no sense for the City
to spend more time and money on a proposal that is so unpopular and has been
repeatedly rejected by the City Council, City Staff and every City Agency and City
Committee that has considered it;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa
Mesa that:
1. The City Council affirms its opposition to the construction of a bicycle or pedestrian
trail connecting Golf Course Drive to Fairview Park between the Costa Mesa Country
Club and the Tanager Drive homes.
2. The City Council requires formal direction from the majority of the City Council, as well
as notification to the residents on Tanager Drive, prior to any future consideration by
City Staff or City committees of a bicycle or pedestrian trail between the Tanager Drive
homes and the Costa Mesa Country Club.
