HomeMy WebLinkAbout64-48 - Pacific Southwest Project Act - Endorsing21'7 RESOLUTION NO. 64-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, APPROVING AND ENDORSING THE PACIFIC SOUTHWEST PROJECT ACT PROPOSED BY THE SIX AGENCY COMMITTEE REPRESENTING THE CALIFORNIA USERS OF COLORADO RIVER WATER. WHEREAS, the Metropolitan Water District of Southern California, of which the City of Costa Mesa is a part, has approved and endorsed the Pacific Southwest Project Act for the users of Colorado River Water; and WHEREAS, S. 1658, authorizing the Central Arizona Project, is pending before the Congress and such bill if enacted would create serious water supply problems of the Pacific Southwest and the entire Colorado River Basin; and WHEREAS, Secretary of the Interior Udall has proposed a Pacific Southwest Water Plan which if adopted would ultimately result in abandonment of the Colorado River Aqueduct, which now furnishes a source of water for nine million people, without assuring an adequate replacement supply and without providing a solution to the many other existing and future Colorado River water supply problems; and WHEREAS, the Six Agency Committee, representing the users of Colorado River Water in Southern California, has caused to be drafted a proposed Pacific Southwest Project Act for the purpose of meeting the present and future water demands of the Pacific Southwest region by providing for the transfer of water from areas of surplus to areas of deficiency; and WHEREAS, said proposed act would provide for protection of existing California users of Colorado River water to the extent of 4,400,000 acre- feet per year, would authorize the Central Arizona Project, Dixie Project, and Southern Nevada Water Supply Project and Moapa Valley Pumping Project, and would require investigation and report by the Secretary of the Interior as to additional supplies of water to sustain the present development of the region, provide for normal growth, improve the quality of the water in the River and reduce the potential problems for the Upper Basin of the Colorado River: NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Costa Mesa, that the Pacific Southwest Project proposed by the Six Agency 218 Committee as a means for augmenting and developing the water resources of the Colorado River be, and the same is hereby approved and endorsed; and BE IT FURTHER RESOLVED, that the City Clerk of the City of Costa Mesa, is hereby directed to send copies of this Resolution to Senators Thomas R. Kuchel and Clair Engel, to Representatives James B. Utt, To Governor Edmund G. Brown, State Senator John A. Murdy, Jr., and Assemblyman Robert E. Badham.
