HomeMy WebLinkAbout18-64 - Approving Design Guidelines for Small Cell Telecommunications FacilitiesRESOLUTION NO. 18-64 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, APPROVING DESIGN GUIDELINES FOR SMALL CELL TELECOMMUNICATIONS FACILITIES THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, it is in the public interest for the City Council to establish guidelines for the development of wireless facilities; WHEREAS, the design guidelines would implement General Plan Objective CD - 1 A, which states, "Contribute to City beautification by enhancing the visual environment of Costa Mesa's vehicular and pedestrian paths and corridors"; and, WHEREAS, the design guidelines would provide greater direction and assure a degree of consistency in the wireless telecommunication facility design and configuration; and, WHEREAS, the design guidelines would not increase impediments to the installation of wireless communication facilities under Federal Telecommunications Act of 1996 but illustrates the desired level of design quality and configuration of any proposed wireless telecommunication facility; and WHEREAS, the City Council held a duly noticed public hearing on September 4, 2018 and October 2, 2018 with all persons having the opportunity to speak for and against the proposal; NOW THEREFORE, THE COSTA MESA CITY COUNCIL RESOLVES AS FOLLOWS: 1. The project is found to be exempt from the provisions of the California Environmental Quality Act (CEQA) under Section 15061(b)(3) for General Rule, as this action will not have any significant effect on the environment. 2. The City Council adopts and approves the design guidelines attached hereto as Exhibit A. BE IT FURTHER RESOLVED that the CEQA determination for this project reflects the independent judgment of the City Council of the City of Costa Mesa. Resolution No. 18-64 Page 1 of 4 BE IT FURTHER RESOLVED that if any section, division, sentence, clause, phrase or portion of this resolution, or the documents in the record in support of this resolution, are for any reason held to be invalid or unconstitutional by a decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions. Underground Aboveground utility box utility box Location 1. Siting: Locate 500 feet away from residential zone(s) when feasible. A facility within 500 feet of a residential zone should not be within the horizontal field of vision of residential living areas. Propose the facility on an existing aggregate light pole. A replacement light pole should be no more than 3 feet from the existing pole location. Material & Color 2. Facility & Support Equipment: Designed, textured, and colored to match existing light pole for aesthetic consistency. Form & Placement 3. Narrow Vertical Alignment: Consider the use of shrouds and equipment enclosures that are nearly the same diameter as the pole at a ratio of approximately 1:1 for a more visually streamlined form from the street level. Avoid any tilted arrangement. 4. Antenna & RRU: Place antenna and RRUs within a shroud above the light pole. RRUs attached to the side of the pole are discouraged; but if required and with discretionary approval, it should use the smallest RRU volume possible and be placed close together with minimal distance from the pole. 5. Wires and Cables: To be contained within the shroud and run inside the pole for an orderly appearance. 6. Signage: Use the smallest and lowest visible signs required by government or electrical utility regulations, including the radio-frequency (RF) warning sticker, and placed as close to the antenna as possible. 7. Utility Box: Applicant to utilize wireless tariff option available through Southern California Edison rather than proposing above ground electrical meters. 8. Height: Overall height of the streetlight pole, including the mounted equipment, shall be similar to the surrounding poles and not exceed 35 feet in height. Note: Approval of deviations from the design guidelines shall require the applicant to demonstrate that the proposal is the least visually intrusive design and location feasible and is necessary to close gaps in coverage.
