RESOLUTION No. 874
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
OF INTENTION TO ANNEX A CERTAIN UNINHABITED AREA DESIGNATED
AS "RIVER NO. 2 ANNEXATION", AND GIVING NOTICE THEREOF.
WRERF.AS, there is situated outside of and contiguous to the City
of Costa Mesa a certain uninhabited area as hereinafter more particularly
described; and
WBEREAS, the owners of more than one-fourth of the land in the
territory by area and by assessed value as shown on the last equalized
assessment roll of the County of Orange have expressed themselves as
desirous of having the same annexed with the City of Costa Mesa; and
WHEREAS, it would be for the beat interest of the City of Costa
Mesa to annex the said hereinafter described property; and
WHEREAS, there has been submitted, on or about the 21st day of
April, 1961, to the Orange County Boundary Commission, a legal description
and plat of the said hereinafter described uninhabited area, for its re-
port, pursuant to the provisions of Section 35002 of the Government Code
of the State of California; and
WHEREAS, the report of the Orange County Boundary Commission
has been secured and reported upon by said Boundary Commission with
respect to the definiteness and certainty of the proposed boundaries;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City
of Costa Mesa, a municipal corporation, to annex the said real property
as hereinafter described, which said real property is contiguous to the
present boundaries of the City of Costa Mesa, and which property is, at
the present time, uninhabited.
NOTICE IS HEREBY GIVEN that it is proposed by the City of
Costa Mesa to annex the hereinafter described real property to the City
of Costa Mesa, which said real property shall, in these proceedings, be
known as .Annexation No. 49 to the City of Costa Mesa, and bear the name
"RIVER NO. 2 ANNEXATION". The specific description of the boundaries
of the territory proposed to be annexed is as follows:
Beginning at a point in the existing boundary of the City of
Costa Mesa as said boundary is described in the C,myon Annexation
to the City of Costa Mesa, California, Ordinance Number 244,
adopted July 28, 1959, said point being the Southeast corner of
Lot 75, Fairview Farms as shown on a map thereof, recorded in
Book 8, Page 71 of Miscellaneous Maps, Records of Orange County,
California; thence along said existing boundary and the West-
erly prolongation of the South line of said Lot 75, South 890
28' 00" West 620.54 feet, to an angle point in the existing
boundary of the City of Costa Mesa, California, as established
by said Ordinance No. 244,; thence North 00 32' 00" West 102.72
feet, more or less, to the Southerly line of Victoria Drive, 60
feet in width, as shown on a Record of Survey, recorded in Book
36, Page 29 of Records of Surveys, Records of Orange County,
California; thence along the Southerly line of said Victoria
Drive, South 780 18' 00" West, 184.95 feet; thence South 170
01' 50" East, 335.98 feet; thence South 350 57' 10" East,
247.30 feet; thence South 580 47' 20" East 172.62 feet; thence
South 370 11' 00" East, 169.02 feet; thence South 630 22' 00"
East, 726.02 feet, more or less, to the Southerly prolongation
of the centerline of Valley Road, 60 feet in width, as shown
on a Record of Survey, recorded in Book 36, Page 29 of Records
of Surveys, Records of Orange County, California; thence South
00 33' 00" East, along the Southerly prolongation of the
centerline of said Valley Road, 1426.73 feet, more or less,
to a line 200 feet, measured at right angles, Northerly of
and parallel to the centerline of 19th Street, as 19th Street
is laid out and shown on a map of Newport Mesa Tract, re-
corded in Book 5, Page 1 of Miscellaneous Maps, Records of
Orange County, California; thence South 890 28' 00" West,
along said parallel line, 2189.51 feet, more or less, to the
Easterly line of the Santa Ana River, 300 feet in width, as
described in a deed to the Newbert Protection District, re-
corded June 22, 1911, in Book 197, Page 300 of Official Records
of Orange County, California; thence departing from the exist-
ing boundary of the City of Costa Mesa, North 130 25' 00" East,
along the Easterly line of said Santa Ana River, 3195.93 feet,
more or less, to the Westerly prolongation of the centerline
of Victoria Street, 60 feet in width, as shown on a map of
Tract No. 6531 recorded in Book 19, Page 42 of Miscellaneous
Maps, Records of Orange County, California; thence North 890
28' 00" East, along said Westerly prolongation of the center-
line of Victoria Street, 1068.28 feet, more or less, to the
centerline of Pacific Avenue, 60 feet in width, as shown on
a map of said Tract No. 653; thence South 00 32' 00" East,
along the Southerly prolongation of said centerline of Pacific
Avenue, 660.25 feet, to the point of beginning.
FURTHER NOTICE IS HEREBY GIVEN, that on the 18th day of
September, 1961, at the hour of 7:30 o'clock p.m. on said day, or as
soon thereafter as the matter may be heard, in the Council Chamber of
the City Hall of the City of Costa Mesa, 695 West 19th Street, Costa
Mesa, California, a hearing will be held, at which hearing the City
Council shall hear and pass upon all written protests filed at any
time before said hour set for said hearing by any person owning real
property within the territory so proposed to be annexed, and at any
time before the said hour set for said hearing any owner of property
within the territory proposed to be annexed may file a written pro-
test against the annexation. The protest shall set forth the name
of the owner of the property affected and give a description of the
said property in general terms.

The City Clerk of the City of Costa Mesa is hereby directed and
authorized to cause a copy of this Resolution to be published once a week
for two weeks prior to said hearing 1n the GIDBE-HERALD AND PILOT, a news-
paper of general circulation, printed and published in the City of Costa
Mesa, and in the NEWPORT HARBOR ENSIGN, a newspaper of general circulation
published outside the City of Costa Mesa and within the County of Orange.
