RESOLUTION NO. 98-99
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, APPROVING PLANNING
APPLICATION PA -98-71.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
WHEREAS, an application was filed by Extra Storage Newport Mesa, with
respect to the real property located at 1250 Bristol Street, in the C1 zone, requesting
approval of a modification to Condition of Approval No. 1 of Planning Application No.
PA -98-23; and
WHEREAS, a duly noticed public hearing was held by the Planning Commission
on November 9, 1998, at which time the Planning Commission denied the request;
and
WHEREAS, the property owner filed an appeal of the Planning Commission's
decision on November 12, 1998; and
WHEREAS, a duly noticed public hearing was held by the City Council on
December 7, 1998;
NOW, THEREFORE, BE IT RESOLVED that based on the evidence in the
record and the findings contained in Exhibit "A", and subject to conditions of
approval contained in Exhibit "B", the Costa Mesa City Council hereby
approves Planning Application PA -98-71 with respect to the property described
above.
BE IT FURTHER RESOLVED that the Costa Mesa City Council does hereby find
and determine that adoption of this resolution is expressly predicated upon the activity
as described in the staff report for a conditional use permit under Planning Application
PA -98-71, and upon applicant's compliance with each and all conditions contained in
Exhibit "B". Should any material change occur in the operation, or should the
applicant fail to comply with the conditions of approval, then this resolution, and any
recommendation for approval herein contained, shall be deemed null and void.

PA -98-71
FINDINGS
A. The information presented substantially complies with Costa Mesa Municipal
Code Sections 13-29(e)(1) and 13-29(8)(2) in that the proposed modifications
to the elevations are architecturally compatible with developments in the same
general area. Granting the conditional use permit will not be detrimental to
other properties or improvements within the immediate vicinity. The addition of
the reliefs will not detract from the image of Bristol Street - a highly visible,
high -traffic street. Granting the conditional use permit is in accordance with the
goals of the General Plan which promotes architectural compatibility with
surrounding developments.
B. The project has been reviewed for compliance with the California Environmental
Quality Act (CEQA), the CEQA guidelines, and the City environmental
procedures, and has been found to be exempt from CEQA.
C. The project is exempt from Chapter XII, Article 3, Transportation System
Management, of Title 13 of the Costa Mesa Municipal Code.

CONDITIONS OF APPROVAL
Ping. 1. The reliefs shall be of the same texture and painted the same color as
the building surface upon which they are placed, or in one of the same
colors as the trim and/or architectural features of the mini -warehouse
project.
2. Planning staff review shall be required if any change in building colors is
proposed.
3. This approval constitutes an amendment to Condition of Approval No. 1
of Planning Application PA -98-23 relating to the color of elevations of the
project, and Conditions of Approval No. 2 and No. 3 still apply.
4. This approval also constitutes an amendment to PA -96-54 and
PA -96-54A. All conditions of approval, code requirements, and special
district requirements of PA -96-54 and PA -96-54A still apply.
