RESOLUTION NO. 99-3
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, TO AWARD A SOLE SOURCE
CONTRACT FOR PURCHASE OF AN AIR COMPRESSOR
FOR THE COSTA MESA FIRE DEPARTMENT.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
1. The Costa Mesa Finance Department and Fire Department have
completed a report on the availability of an air compressor for use by the Costa Mesa
Fire Department Suppression Units, which report is attached as Attachment 1 and
incorporated herein by reference providing clear and convincing evidence that only
one source exists to fulfill the Fire Department's requirements for an air compressor;
and
2. The vendor, American Bristol Industries, is the manufacturer of the Fire
Department's existing revolve air fill station and offers the only compatible air
compressor. The addition of a noncompliant accessory would void the manufacturer's
warranty on the system; and
3. The vendor, American Bristol Industries, provides a unique and
technologically superior air compressor and support system to all other systems that
exist which perform similar functions. The Company provides greater quality of
assistance than any other system in existence and complies with proven standards
required for air filling stations.
4. The award of a sole source contract for an air compressor fill station and
support system will benefit the residents of Costa Mesa by ensuring that the Fire
Department will operate with the best possible equipment to fulfill the emergency
services provided by the City;
NOW, THEREFORE, the City Council of the City of Costa Mesa does hereby
resolve that the sole source contract with American Bristol Industries is hereby
authorized and the Finance Department is hereby authorized to negotiate and execute
a contract for one air compressor and support system with such vendor.
PASSED AND ADOPTED this 18' day of January, 1999.

RECOMMENDED VENDOR:

PLEASE STATE THE REASON THAT THE PRODUCT CAN BE PROVIDED ONLY BY
THE RECOMMENDED VENDOR:
The Liberty I Model 36 Mobile Air Compressor, support system and trailer is designed to fill
Self Contained Breathing Apparatus Cylinders (SCBA). The Fire Department uses the
SCBA for protection against noxious environment, smoke and other contaminates as
required. American Bristol Industries, Inc., the manufacturer, is the only vendor who has
proprietary, patented and unique components on the Liberty 1 Model 36, which include the
RevolveAir and LE5000 Controller/Monitor.
The RevolveAir has a safer design which provides a rotating fragmentation chamber which
moves bottles clear of the user when filling. This design bottle filling process is continuous,
and 25% faster than other competitive breathing apparatus cylinder charging systems. Also,
the ergonomic design of the breathing apparatus cylinder charging system is unique, as it
requires less lifting of the cylinders by Fire personnel and less back strain. The LE6000
Controller/Monitor includes electronic air quality monitors for carbon monoxide and moisture
that ensure Fire personnel safety.
The negotiated price to the City for the Liberty I Model 36 Mobile Air Compressor, support
system and trailer provides for a 15% discount off the list price, which is a comparative or
lower price charged to other municipalities.
