RESOLUTION NO. 99-46
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, TO AWARD A SOLE SOURCE
CONTRACT FOR PURCHASE OF 800 MHz ASTRO
SPECTRA DIGITAL MOBILE RADIOS FOR THE COSTA
MESA FIRE DEPARTMENT.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
1. The Costa Mesa Fire Department, in conjunction with the 800 MHz
Countywide Coordinated Communications System Governance Committee, have
completed a survey regarding the upgrade of current radio equipment to the 800 MHz
Astro Spectra digital mobile radios. Said radios are for use by the Costa Mesa Fire
Department Suppression Units, which survey is attached as Exhibit A and
incorporated herein by reference providing clear and convincing evidence for the need
to upgrade the current Fire Syntor mobile radios; and
2. The vendor, Motorola, is the sole manufacturer of radios for a new 800
MHz Countywide Coordinated (Police, Fire and Public Works) Communications
System, including operation on the 806/821 frequencies; and
3. Motorola, provides a unique and technologically superior radio system
and radio support system. No other system(s), are known to exist, which perform
similar functions; and
4. The award of a sole source contract for 800 MHz Astro Spectra digital
mobile radios will benefit the residents of Costa Mesa by ensuring that the Costa
Mesa Fire Department, in concert with all other Orange County cities, will be able to
continue to operate with the best possible equipment to fulfill the emergency services
provided by the City;
NOW, THEREFORE, the City Council of the City of Costa Mesa does hereby
resolve that the sole source contract with Motorola is hereby authorized and the
Finance Department is hereby authorized to negotiate and execute a contract for
thirty-one (31) Astro Spectra digital radios and sixteen (16) Dual Control Heads, with
such vendor.
