RESOLUTION NO. 98-20
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, ESTABLISHING A
LIMITED WAIVER OF PERMIT PROCESSING FEES FOR
REPAIR OF STORM DAMAGE TO PRIVATE PROPERTY
DURING THE 1997-1998 WINTER STORM SEASON
AND DECLARATION OF PUBLIC PURPOSE.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
WHEREAS, the City of Costa Mesa is within the area of the County of Orange,
California, that is subject to a declaration of a state of emergency by resolution of the
Board of Supervisors of the County of Orange due to damage inflicted by wind and
rain storms during the 1997-1998 winter storm season; and
WHEREAS, private residential structures and other property in the City of Costa
Mesa have been damaged by wind and rain storms during the 1997-1998 winter
storm season, creating substandard conditions which adversely affect the provision
of safe housing, and threaten the health and safety of the residents of the City of
Costa Mesa; and
WHEREAS, immediate restoration of storm damaged residential structures and
repair of storm damaged private property, to provide safe housing and eliminate
substandard conditions and health and safety hazards will serve to protect the health,
safety, and welfare of the citizens of the City of Costa Mesa; and
WHEREAS, a limited waiver of permit processing fees, required by the Costa
Mesa Municipal Code, will effectuate immediate restoration of storm damaged
residential structures and repair of storm damaged private property to protect the
public health, safety, and welfare;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES
HEREBY ADOPT THE FOLLOWING:
1 . A limited waiver of permit processing fees, required by the Costa Mesa
Municipal Code, as an incentive for the immediate repair of storm
damage to private property occurring between November 1, 1997, and
May 1, 1998, and attributed to the wind or rain storms occurring during
such time period;
2. To qualify and receive a waiver of permit processing fees provided
herein, the applicant for a permit must complete and sign an application
and affidavit for such fee waiver on a form, and pursuant to procedures
approved by the Development Services Director; and
3. All applications for a permit processing fee waiver shall be filed with a
permit application on or before June 1, 1998, with the Development
Services Department.
