RESOLUTION NO. 98-30
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, TO AWARD A SOLE
SOURCE CONTRACT FOR PURCHASE OF MEDICAL
EQUIPMENT FOR THE COSTA MESA FIRE
DEPARTMENT.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
1. The Costa Mesa Finance Department and Fire Department have
completed a report on the availability of heart defibrillator/monitor for use by
paramedics in the Costa Mesa Fire Department, which report is attached as Exhibit A
and incorporated here by reference and provides clear and convincing evidence that
only one source exists to fulfill the Fire Department's requirements for heart
defibrillator/monitor equipment; and
2. The vendor, Laerdal Medical Corporation, offers a unique heart
defibrillator/monitor instrument and batter support system that is required by the Fire
Department to equip the Fire Department's Paramedics for medical emergencies and
that formal bidding for such instrument would not result in an economic savings for
the City or eliminate competition; and
3. The vendor, Laerdal Medical Corporation, provides a unique and
technologically superior heart defibrillator/monitor/battery support system to all other
systems that exist which perform similar functions and provides a greater quality of
medical assistance than any other system in existence and complies with proven
standards required by the Fire Department to equip the Fire Department Paramedics
for emergency medical services; and
4. The award of a sole source contract for heart defibrillation
instrumentation and battery support system will benefit the residents of Costa Mesa
by ensuring that the Fire Department Paramedics operate with the best possible
equipment to fulfill the emergency medical services provided by the City;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa
Mesa does hereby resolve that the sole source contract with Laerdal Medical
Corporation is hereby authorized and the Fire Chief is hereby authorized to negotiate
and execute a contract for five (5) heart defibrillator/monitor equipment and battery
support systems with such vendor.

PLEASE STATE THE REASON THAT PRODUCT/SERVICE CAN BE PROVIDED ONLY BY THE
RECOMMENDED VENDOR:
The current monitor/defibrillator equipment used by the City Fire Department on the five paramedic equipped units
are Life -Pak 10 made by Physio -Control Corporation. In an effort to be pro -active with regard to product aging
(the units are four to six years old and the life expectancy of a monitor/defibrillator is approximately five to seven
years), product dependability (which is crucial), and feature capability (ease of use), the Fire personnel researched
the market last year for other manufacturers of monitor/ defibrillator equipment.
There are currently three manufactures of monitor/defibrillators: Hewlett Packard Company, Physio Control
Corporation, and Zoll Medical Corporation. The City Fire Department evaluated the most current
monitor/defibrillators from each company on the following factors: price, warranty period, unit features, durability,
dependability, and ease of use in the field.
The Hewlett Packard CodeMaster 100 monitor/defibrillator proved to be the best product when considering all
rating factors. The HP CodeMaster 100 contained several new and important features which included: a modified
twelve -lead heart monitoring capability, pulse-oximetery monitoring, built-in cardiac pacing, the fastest charge -up
time for shock delivery, and a "smart battery" charging system which eliminates memory problems. The Fire
Department's current Life -Pak 10 systems by Physio Control do not have these new and important features.
The manufacturer has advised the Fire Department that Laerdal Medical Corporation is the sole distributor for the
HP CodeMaster 100. The price for the HP CodeMaster 100 is very competitive and is 16% lower than the price
paid by the City to Physio Control for the current Life -Pak 10 monitor/defibrillator. Another major factor
considered when evaluating the monitor/defibrillators was the the warranty period offered with the purchase price.
The City has been paying $7,080 per year to Physio Control for a preventative maintenance contract to maintain the
current units. The HP CodeMaster 100 includes a five-year warranty period with the purchase price. This will save
the City $35,400 in warranty costs alone over the next five years.
Other neighboring cities have recently purchased the HP CodeMaster 100. The City Fire Department, may on
occasion, loan and/or borrow the complete monitor/defibrillator units, spare batteries, connecting cables and battery
charging units from these neighboring cities. To introduce another brand into the system would negate this practice.
