HomeMy WebLinkAbout98-33 - Supporting increased funding for 1998-99 for the Army Corps of Engineers Civil Works Construction ProgramRESOLUTION NO. 98-33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, IN SUPPORT OF INCREASED FUNDING FOR FISCAL YEAR 1998-99 FOR THE ARMY CORPS OF ENGINEERS CIVIL WORKS CONSTRUCTION PROGRAM. WHEREAS, the Santa Ana River in Orange County California, is recognized by the federal government as the worst flood threat west of the Mississippi River; and WHEREAS, the Santa Ana River Mainstream Project has been planned and under construction by the Army Corps of Engineers for the last 10 years; and WHEREAS, if adequate funding as requested by the Army Corps of Engineers is not provided, the existing construction will take many years to complete, placing the program's widespread benefits in considerable jeopardy; and WHEREAS, without the completion of the Santa Ana River Mainstream Project, millions of residents within the floodplain of the Santa Ana River will remain subject to the perils of disastrous flood which could cause the loss of 3,000 lives and property damage amounting to $15 billion; and WHEREAS, significant portions of the City of Costa Mesa lie within the Santa Ana River floodplain and would be severely affected by any flooding that might occur as a result of the inadequacy of the Santa Ana River Flood Control facility; and WHEREAS, floods from the Santa Ana River would destroy interstate transportation facilities, railroads and highways, and have long term affects on business activities on a national level; and WHEREAS, the lack of adequate funding for construction of the Santa Ana River Project will increase the probable commitment of FEMA (Federal Emergency Management Agency) funding and long-term insurance requirements; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa urges Congress to provide funding for fiscal year 1998-99, allowing the Army Corps construction projects to proceed as planned and complete the construction of on-going projects in a timely manner.
