HomeMy WebLinkAbout98-73 - Establishing a Preferential Permit Parking Zone "N" Along East Newport Boulevard Frontage Road Commencing at 17th Street439 RESOLUTION NO. 98-73 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ESTABLISHING A PREFERENTIAL PERMIT PARKING ZONE "N" ALONG EAST NEWPORT BOULEVARD FRONTAGE ROAD COMMENCING AT 17TH STREET. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY FIND AND DECLARE AS FOLLOWS: WHEREAS, California Vehicle Code Section 22507(a) authorizes establishment of preferential permit parking zones by resolution of the City Council; and WHEREAS, Costa Mesa Municipal Code Section 10-221 et seq. provides for implementation of preferential permit parking zones by resolution; and WHEREAS, parking of recreational, commercial, and other vehicles along the East Newport Boulevard frontage road, commencing at 17th Street has interfered with residential use of parking spaces and parking spaces are in short supply in this area; and WHEREAS, establishment of Preferential Permit Parking Zone "N" will help to assure that parking spaces are readily available to residents of trailer parks affected by the parking problem area of the East Newport Boulevard frontage road, commencing at 17th Street in the City of Costa Mesa; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa as follows: 1. The Preferential Permit Parking Zone "N", as delineated in the map attached as Exhibit "A", incorporated herein by this reference, is hereby established effective July 20, 1998, pursuant to Costa Mesa Municipal Code Section 10- 221; 2. The Preferential Permit parking Zone "N" shall be subject to the parking -by - permit regulations set forth in Costa Mesa Municipal Code Sections 10-221 through 10-221.4, inclusive, and fees established by resolution of the City Council; 3. The Public Services Department guidelines for Preferential Permit Parking Zone "N", set forth in attached Exhibit "B", and incorporated herein by this reference, are hereby approved to supplement the regulations as set forth above in Paragraph 2; and 4. Permits shall be issued and limited to residents of the trailer parks at 1626 and 1640 Newport Boulevard, Costa Mesa. No other businesses or residents are eligible to obtain parking permits. • Applications for parking permits may be obtained from the City of Costa Mesa, Transportation Services Division, 77 Fair Drive, Costa Mesa. To obtain a parking permit, applicant shall present proof of residence and current vehicle registration for each vehicle for which a permit is sought. • Qualifying vehicles are limited to only passenger vehicles and light trucks with a maximum gross vehicle weight rating (GVWR) of 10,000 pounds and not exceeding 7 feet in width and 7 feet in height including any loaded property. • If, by the description of the vehicle, it is unclear that the vehicle is within the maximum weight, width and height limitations, the applicant may be required to bring the vehicle to city hall to enable staff to determine if the vehicle qualifies for a permit. • Resident permits will be specifically assigned to each qualifying vehicle and are non -transferable. • Guest permits will be issued only to qualifying residents of Snug Harbor trailer park or EI Nido trailer park. • Guest permits will be issued for a maximum two week period. Guest permits may be obtained no more than two weeks prior to the beginning effective date. • Guest permits will be subject to the same vehicle limitations on weight, width and height as resident permits. Applicant shall be responsible for ensuring these limitations are not exceeded. • All Permits must be displayed inside the vehicle on the left side of the dashboard. • Parking permits are valid on the frontage road only where indicated by signs designating parking during the hours of 1:00 a.m. to 6:00 a.m. by permit only. Under no circumstances may a vehicle remain parked in excess of 72 hours in accordance with City of Costa Mesa Municipal Code Section 10-185 (b). Exhibit "B" Resolution No. 98-73 Page 1 of 1 1
