RESOLUTION NO. 808
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
URGING THE BOARD OF SUPERVISORS OF ORANGE COUNTY TO RESTRICT
THE EXPANSION OF THE ORANGE COUNTY AIRPORT AND SETTING FORTH
CERTAIN REQUESTED LIMITATIONS ON THE USE THEREOF.
WHEREAS, the expansion of the Orange County Airport is being considered
by the Orange County Board of Supervisors; and
WHEREAS, the City Council of the City of Costa Mesa on January 20, 19592
approved the expansion of the Airport if usage of the field was limited to its present
field of service for private planes and auxiliary commercial propeller -driven planes;
and
WHEREAS, Plan B for airport expansion adopted by the Board of Supervisors
on May 17, 1960, provides for a 5800 foot runway and other accomodations capable of
use by large and noisy cargo and passenger aircraft; and
WHEREAS, airport use permitted by Plan B exceeds the limitations set forth
above and would create noise and safety hazards which would tend to blight choice
residential areas of Costa Mesa and other adjoining communities and would hamper op-
eration of schools in and near the flight paths of such aircraft; and
WHEREAS, this Body is opposed to airport expansion which will blight parts
of our City due to its adverse effect upon property values, schools and living
conditions; and
WHEREAS, the City of Costa Mesa believes the aeronautical needs of the
area served by the Airport to be limited to light planes, executive aircraft and the
smaller two -Engined commercial aircraft of a local service type; and
WHEREAS, the prior resolution of this Budy is no longer applicable and is
hereby superseded;
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Orange County
be notified that this City is in favor of airport expansion for purposes of increased
safety, such as instrument landing fac ilities, but that usage of the expanded airport
should be limited as set forth below:
1. Limit runway length to 5200 feet and permit installation of an instrument
landing system.
2. Cant the new runway an additional amount so that its extended center
line is aligned with the center line of the Upper Bay.
3. Limit use of the expanded airport to two -engine aircraft with a maximum
gross weight of 40,000 pounds.
4. Establd:sh airport approach and takeoff flight patterns over uninhabited
areas and the Upper Bay and enforce observance of such patterns by all
aircraft.

5. Move the runway northeasterly 1600 feet from its present location.
BE IT FURTHER RESOLVED, (1) That the Board of Supervisors formally adopt the
foregoing restrictions upon airport usage, (2) that one resident of the area within
two miles of the airport and within its south takeoff sone be arpointed a member of
the Airport Commission, and (3) that the Supervisors expedite a search for a large
commercial airport at another location in Orange County.
BE IT FURTHER RESOLVED, that the City Clerk of the City of Costa Mesa be,
and ne is hereby, directed to transmit a copy of this Resolution to the Board of
Supervisors of the County of Orange, the City Council of the City of Newport Beach,
and the Costa Mesa Chamber of Commerce.
PASSED AND ADOPTED, this 6th day of January, 1961.
