A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, SUPPORTING A RESTRICTED
COMMERCIAL AVIATION REUSE OF EL TORO AND
CONTINUED RESTRICTED COMMERCIAL AIRPORT
OPERATIONS AT JOHN WAYNE AIRPORT (JWA).
WHEREAS, the Department of Defense (DOD) designated the Orange County
Board of Supervisors as the Local Redevelopment Agency (LRA) to plan and
implement a Community Reuse Plan for Marine Corp Air Station (MCAS) EI
Toro (EI Toro); and
WHEREAS, the LRA adopted a Community Reuse Plan that envisions a
commercial airport at EI Toro and is now preparing an Airport System Master Plan
(ASMP) and an Airport Layout Plan (ALP) as well as the related Environmental Impact
Report (EIR 573); and
WHEREAS, the ALP and EIR assume that EI Toro and JWA will operate as a
two -airport system that together will serve the vast majority of Orange County air
passenger and cargo demand for the next 20 years; and
WHEREAS, the implementation of the ALP and ASMP is proposed to be phased
to coincide with demand and revenue available to fund construction of the facilities
necessary to serve the projected air passengers and air cargo; and
WHEREAS, the LRA's commitment to implementation of the ALP and ASMP
should be limited to a time frame within which experts can make reasonably accurate
predictions of the air passenger and air cargo demand. EI Toro is projected to open
for service in 2005 serving 8.8 Million Annual Passengers (MAP), and will increase to
18 MAP by 2010. Air passenger demand in 2010 is assumed to be approximately 18
MAP with the majority of demand in domestic markets and international markets in
Canada, Mexico, and Central America; and
WHEREAS, the Board of Supervisors approved a number of "community -
friendly" operational procedures for JWA that ensured that the residential communities
under the approach and departure patterns were protected from adverse impacts from
JWA operations, and as such, have the highest property values in the County; and
WHEREAS, like JWA, if the Board of Supervisors approved similar restrictions
around EI Toro, South County communities would be fully protected from noise
impacts comparable to the protection enjoyed by residents around JWA; and
WHEREAS, the failure to convert EI Toro to a commercial airport may
significantly increase the potential for a costly and potentially damaging expansion of
JWA — an expansion that would result in a significant increase in noise experienced by
residents in Tustin, Villa Park, Orange, Santa Ana, Newport Beach, and Costa Mesa;
and
WHEREAS, north and central County cities are currently subject to traffic
congestion and air pollution caused by 12 million passengers traveling to Los Angeles
(LAX) and Ontario every year. This congestion and pollution will increase as the
South County population growth continues and travel times to outlying airports double
during the next 20 years; and
WHEREAS, it is critical that Orange County handle the impacts of its own
growth and not transfer the infrastructure responsibility to another county;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COSTA MESA
RESOLVES AS FOLLOWS:
1. To support the LRA in its efforts to plan for and implement a commercial
aviation reuse of EI Toro including the adoption of the Airport System
Master Plan (ASMP), the Airport Layout Plan (ALP), and final certification
of Environmental Impact Report (EIR) 573.
2. To support adoption of an Airport Plan that assumes continued
commercial aviation operations at JWA with no expansion of the
physical facilities and no change in operational restrictions when
compared to those facilities and restrictions in place as of the date of this
resolution.
3. To support adoption of an Airport Plan that evaluates the aviation needs
of Orange County for the next 20 years for the purpose of long-term
infrastructure planning, but initially supports implementation of the EI
Toro Airport Master Plan for the initial demand forecast of 8.8 Million
Annual Passengers (MAP) upon opening of the facilities in 2005 and
supports expanded service forecasted for 2010 if the economic benefits
are quantified and justified.
4. To support adoption and implementation of restrictions that give
communities around EI Toro protection from nighttime aircraft noise that
is comparable to the protection enjoyed by the residential communities in
the JWA approach and departure corridors.
5. To encourage the County to consider and approve or advocate approval
of noise mitigation measures that minimize or eliminate any noise
impacts associated with a commercial aviation reuse of EI Toro.
6. Develop and support Federal legislation which will allow the airport
operator at MCAS to exercise control over the airport in much the same
manner as the current airport operator over JWA. This policy is to seek
support by resolutions from Orange County cities, the County of Orange,
the Orange County Congressional Delegation, the two California United
States Senators, and other political support deemed necessary to
accomplish the policies set forth herein.
7. Support the development of an airport at MCAS consistent with the
needs of Orange County's 32 incorporated cities and the County of
Orange. In no event will the airport at MCAS exceed the current
restrictions in place at JWA.
8. Request that the local Reuse Authority thoroughly investigate the
concept of a Free Trade Zone to utilize the balance of the MCAS not
designated for habitat requirements, homeless, open space/recreation, or
Federal requirements for commercial use.
9. Establish and support retention of curfews consistent with that which
exists at JWA, i.e., 7:00 a.m. to 10:00 p.m. takeoffs, and 11:00 p.m.
landings for all existing and future airports in Orange County.
10. Limit JWA and MCAS to Stage III aircraft and adopt a policy of
vigorously pursuing access only by "State of the Art" aircraft with the
lowest noise outputs.
11. Install a "State of the Art" noise monitoring system for all existing and
future airports in Orange County to ensure aircraft are complying with
the noise standards.
