HomeMy WebLinkAbout94-36 - Establishing Funds for Urban Forestry Grant Program for Citywide Parkway Tree Planting Programu RESOLUTION NO. 94-36 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ESTABLISHING FUNDS FOR THE URBAN FORESTRY GRANT PROGRAM UNDER THE CALIFORNIA WILDLIFE, COASTAL, AND PARK LAND CONSERVATION BOND ACT OF 1988 FOR THE CITYWIDE TREE PLANTING PARKWAY PROJECT. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the people of the State of California enacted the California Wildlife, Coastal, and Park Land Conservation Act of 1988 which provides funds to the State of California and its political subdivisions for urban forestry programs; and WHEREAS, the State Department of Forestry and Fire Protection has been delegated the responsibility for administration of the program within the State, setting up necessary procedures governing application by local agencies and nonprofit organizations under the program; and WHEREAS, said procedures established by the State Department of Forestry and Fire Protection require the applicant to certify approval of the application by resolution before submitting the application to the State; and WHEREAS, the applicant will enter into an agreement with the State of California to carry out a tree planting project; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: 1. Approves filing an application for the Urban Forestry Program under the California Wildlife, Coastal, and Park Land Conservation Bond Act of 1988, state grant assistance for the above project; 2. Certifies that the applicant has or will have sufficient funds to operate and maintain the project; 3. Certifies that funds under the jurisdiction of the City Council are available to begin the project; 4. Certifies that the applicant will expend grant funds prior to April 30, 1996; and 5. Appoints Keith Van Holt as agent of the City of Costa Mesa to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, amendments, payment requests, and so on, which may be necessary for completion of the aforementioned project.
