RESOLUTION NO. 94-56
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, APPROVING TENTATIVE
PARCEL MAP 5-94-120.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE
AS FOLLOWS:
WHEREAS, an application was filed by Karen Selleck of RBF & Associates, authorized
agent for C. J. Segerstrom & Sons, with respect to real property located at the 1300 block of
Sunflower Avenue, odd -numbered side of the street, requesting a Tentative Parcel Map to divide
an approximate 45 -acre site into three parcels, including proposed street improvements, in the
PDR -MD zone; and
WHEREAS, a duly noticed public hearing was held by the Planning Commission on May
23, 1994; and
WHEREAS, the Planning Commission recommended approval of the Tentative Parcel
Map to the City Council by adoption of Planning Commission Resolution PC -94-46; and
WHEREAS, the City Council held a duly noticed public hearing on June 6, 1994;
NOW, THEREFORE, BE IT RESOLVED that based on the evidence in the record and
findings contained in Exhibit "A", and subject to the conditions contained in Exhibit "B", the
City Council hereby APPROVES Tentative Parcel Map 5-94-120 with respect to the property
described above.
PASSED AND ADOPTED this 20th day of June, 1994.

PLANNING STAFF FINDINGS
APPL. 8-94-129
A. The proposed parcel map satisfies standards set forth in Costa
Mesa Municipal Code Section 13-443 in that:
1. The creation of the subdivision and related improvements
Is consistent with the General Plan and zone designationg
of the property.
2. The proposed use of thi- subdivision is consistent with
the General Plan.
3. The subject property is physically suitable to
accommodate the subdivision.
4. The subdivision will not interfere with public utility
rights-of-way and/or easements.
B. The project has been reviewed for compliance with the Califor-
nia Environmental Quality Act (CEQA), the CEQA Guidelines, and
the City environmental procedures, and has been found to be
categorically exempt from CEQA.
C. The project is exempt from Article 22�, Transportation System
Management of Title 13, of the Costa Mesa Municipal Code.

PODS REQUIREMENTS

The following list of Federal, State, and local laws applicable to
the project has been compiled by Staff for the applicant's
reference.
Engr 1. • Two copies of the Final Map and traverse closure calcula-
tions, consisting of property boundary bearing and
distance computations, shall be submitted to the City of
Costa Mesa Engineering Division for checking.
2. Per requirements of Real Property, City of Costa Mega,
Engineering Division, submit title report update for
subject property.
3. Submit nine copies and one duplicate mylar of recorded
map to Engineering Division, City of Costa Mesa, prior to
occupancy.
4. Prior to recordation of a final parcel map, the surveyor/
engineer preparing the map shall tie the boundary of the
map into the Horizontal Control System established by the
County Surveyor in a manner described in Sections 7-0-330
and 7-0-337 of the Orange County Subdivision Code and
Orange County Subdivision Manual, Subarticle 18.
5. Prior to recordation of a final parcel map, the surveyor/
engineer preparing the map shall submit to the County
Surveyor a digital -graphics file of said map in a manner
described in Sections 7-9-330 and 7-9-337 of the Orange
County Subdivision Code and Orange County Subdivision
Manual, Subarticle 18.
Tran 6. Prior to issuance of Building Permits, dedicate all land
42 feet from the centerline of Sunflower Avenue &nd
dedicate all land 47 feet from the centerline of
Sunflower. Avenue for bus bays. Coordinate with the
Orange County Transportation Authority for the location
of bus stops. Construction improvements on the south
side of Sunflower Avenue shall comply with the City of
Costa Mesa Master Plan of Highways. These improvements
Include provisions for bus bays and extending the
Greenville -Banning channel structure to accommodate the
ultimate roadway alignment.
7. Prior to issuance of building permits, dedicate all land
42 feet from each side of the proposed centerline of
Susan Street. Construct Susan Street from Sunflower
Avenue to South Coast Drive; phased construction is
permissible, subject to approval by the City's Public
Services Director.
S. Dedicate all land 52 feet from the centerline of South
.Coast Drive for the proposed turn pocket.

9. Install traffic signals and intersection appurtenances
required for the construction of the proposed Intersec-
tions of Susan St.reet.nnd Sunflower Avenue and Susan
Street and South Coast Drive, including median island
modifications.
10. Close unused drive npproarh(ps) with full height curb and
gutter.
11. Furnish and install 7 H.P.S.V. street lights on marbelfte
poles on Sunflower AvenuP. Contact Southern California
Edison and meet their u"derground service requirements.
