A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, APPROVING PLANNING
ACTION PA -85-90A3.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE
AS FOLLOWS:
WHEREAS, an application was filed by Michael Freedman, authorized agent for
Teachers Retirement System of Illinois, with respect to real property located at 1835 Newport
Boulevard, No. E-165, requesting an amendment to a Planned Signing Program to allow
Affordable Portables to retain the black plexiglass background for their wall sign in the PDC
zone; and
WHEREAS, a duly noticed public hearing was held by the Planning Commission on June
13, 1994; and
WHEREAS, a duly noticed public hearing was held by the Redevelopment Agency on
July 13, 1994; and
WHEREAS, an interested party filed an appeal of said Planning Commission decision
on July 18, 1994; and
WHEREAS, the City Council held a duly noticed public hearing on August 1, 1994;
NOW, THEREFORE, BE IT RESOLVED that, based on the evidence in the record and
the findings contained in Exhibit "A" and subject to the conditions contained in Exhibit "B", the
City Council hereby APPROVES Planning Action PA -85-90A3 with respect to the property
described above.
BE IT FURTHER RESOLVED that the Costa Mesa City Council does hereby find and
determine that adoption of this resolution is expressly predicated upon operation of the business
or activity in the manner described in the Staff report for Planning Action PA -85-90A3, and
upon applicant's compliance with each and all of the conditions contained in Exhibit "B".
Should any material change occur in the operation, or should the applicant fail to comply with
the conditions of approval, then this resolution, and any approvals herein contained, shall be
deemed null and void.
PASSED AND ADOPTED this 1st day of August, 1994.

EXHIBIT "A"
PLANNING STAFF FINDINGS
PA-85-90A3/RA-94-01A
A. The information presented satisfies the conditions set forth in Section 5-122 of the Costa
Mesa Municipal Code in that the proposed Planned Signing Program Amendment is
consistent with the intent of the Sign Code and the Planned Signing Program for the
Courtyards retail center and approval would not constitute a grant of special privilege for this
tenant because the plexiglass background is an integral part of the sign.
B. The project has been reviewed for compliance with the California Environmental Quality Act
(CEQA), the CEQA Guidelines, and the City environmental procedures, and has been found
to be categorically exempt from CEQA.

CONDITIONS OF APPROVAL
Ping. 1. The black plexiglass backing shall not exceed the 10 feet wide by 4 feet high
dimensions noted on the elevation plans.
CODE REQUIREMENTS
The following list of Federal, State , and local laws applicable to the project has been compiled
by staff for the applicant's reference.
Plan. 1. All contractors and sub contractors must have valid business licenses to do business
in the City of Costa Mesa. Final inspections will not be granted until all such
licenses have been obtained.
2. Permits shall be obtained for the black plexiglass backing, as well as for any future
signs, including banners and other special event signing, according to the provisions
of the Costa Mesa Sign Ordinance.
Bldg. 3. Comply with the requirements of the Uniform Building Code as to design and
construction.
