HomeMy WebLinkAbout92-102 - Approving Planning Action PA -92-7227? RESOLUTION NO. 92-102 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, APPROVING PLANNING ACTION PA -92-72. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, an application was filed by Spectrum Signs, authorized agent for Donald Bailey, with respect to real property located at 3033 Bristol Street, requesting a Planned Signing Program in a C 1 zone; and WHEREAS, a duly noticed public hearing was held by the Planning Commission on October 12, 1992; and WHEREAS, an appeal was filed by Donald Bailey; and WHEREAS, a duly noticed public hearing was held by the City Council on November 16, 1992; NOW, THEREFORE, BE IT RESOLVED that, based on the evidence in the record and the finding contained in Exhibit "A", and subject to the conditions contained in Exhibit "B", the City Council hereby approves Planning Action PA -92-72 with respect to the property described above. BE IT FURTHER RESOLVED that the Costa Mesa City Council does hereby find and determine that adoption of this Resolution is expressly predicated upon operation of the business or activity in the manner described in the Staff report for Planning Action PA -92-72, and upon applicant's compliance with each and all of the conditions contained in Exhibit "B". Should any material change occur in the operation, or should the applicant fail to comply with the Conditions of Approval, then this resolution, and any approvals herein contained, shall be deemed null and void. IN WITNESS WHEREOF, I have hereunto set my hand and affixed the Seal of the City of Costa Mesa this 8th day of December, 1992. ity Clerk and ex -officio Clerk oVesa e City Council of the City of Costa 1 Resolution No. 92-102 Planning Action PA -92-72 Exhibit "A" FINDING: The information presented substantially complies with the conditions set forth in Costa Mesa Municipal Code Section 5-122, in that the proposed signage, as modified by staff and the Planning Commission is consistent with the intent of the Sign Code in that it does not provide more visibility than standard ordinance provisions would allow and is not a grant of special privilege since, due to the visibility of the site, four tenants on each sign is warranted. Exhibit "B" CONDITIONS OF APPROVAL: Planning 1. Street addresses shall be displayed on the ground sign (if permitted) or on the fascia or store front adjacent to the main entrance of the building, in a manner visible to the public street. Numerals, which may be located at the top of the sign and not included in the total square footage of the sign, shall be a minimum of 12 inches in height with not less than 3/4 -inch stroke and shall contrast sharply with the background. Identification of individual units shall be provided adjacent to the unit entrances. Letters or numerals shall be 4 inches in height with not less than 1/4 -inch stroke and shall contrast sharply with the background. 2. Permits shall be obtained for all signs, including banners and other special event signing, according to the provisions of the Costa Mesa Sign Ordinance. 3. The Planned Signing Program shall allow the display of two 40 -square - foot, 12 feet, 6 inches high ground signs on Bristol Street with no more than three tenants displayed on each side of each sign. 4. Approved ground signs must be finished with textured stucco to match the building using design "A" on the submitted plans. 5. Approved ground signs must be at least 200 feet apart in order to provide ample visibility. Building 6. Comply with the requirements of the Uniform Building Code as to design and construction. -273
