RESOLUTION NO. 92-33
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ADOPTING GENERAL PLAN
AMENDMENT GP -92-01, A4ENDING THE GENERAL PLAN OF
THE CITY OF COSTA MESA TO INCORPORATE A GROWTH
MANAGEMENT ELEMENT.
WHEREAS, the City of Costa Mesa has an adopted General Plan; and
WHEREAS, the General Plan is a long-range comprehensive document which
serves as a guide for the orderly development of Costa Mesa; and
WHEREAS, by its very nature, the General Plan needs to be updated and
refined to account for current and future community needs; and
WHEREAS, the Planning and Zoning Law of the State of California pro-
vides for the adoption of additional General Plan Elements to address local
concerns; and
WHEREAS, on November 6, 1990, Orange County voters approved a Revised
Traffic Improvement and Growth Management Ordinance (Measure M) which pro-
vides for new transportation revenues; and
WHEREAS, Measure M requires local jurisdictions to adopt a Growth
Management Element of its General Plan to be eligible to receive new
Measure M transportation revenues; and
WHEREAS, General Plan Amendment GP -92-01, to incorporate a Growth
Management Element into the General Plan, has been accepted for processing
in compliance with California Government Code Section 65358(c); and
WHEREAS, public hearings were duly held by the Planning Commission on
January 27, 1992, and by the City Council on February 3 and March 16, 1992,
in accordance with Section 65355 of the Government Code of the State of
California, all persons having been given the opportunity to be heard both
for and against said Amendment GP -92-01 to the General Plan; and
WHEREAS, this City Council has complied with the California Environ-
mental Quality Act (CEQA), the CEQA Guidelines, and the City environmental
procedures by reviewing and considering a Negative declaration for General
Plan Amendment GP -92-01; and
WHEREAS, the Negative Declaration for General Plan Amendment GP -92-01
satisfies the requirements of CEQA for the proposed Growth Management
Element; and
WHEREAS, this Council deems it to be in the best interest of the City
that said Amendment to the General Plan be adopted;
NOW, THEREFORE, BE IT RESOLVED that this City Council hereby adopts
the Negative Declaration for General Plan Amendment GP -92-01 as complete
and adequate CEQA documentation and finds that on the basis of the Negative
Declaration, the proposed Growth Management Element will not have a signif-
icant effect on the environment.
BE IT FURTHER RESOLVED that the General Plan is hereby amended by the
adoption of General Plan Amendment GP -92-01, incorporating a Growth Manage-
ment Element into the General Plan.
PASSED AND ADOPTED this 6th day of April, 1992.
