RESOLUTION NO. 92-34
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, ADOPTING THE CITY'S
SOURCE REDUCTION AND RECYCLING ELEMENT (SRRE)
AND HOUSEHOLD HAZARDOUS WASTE ELEMENT (HHWE).
WHEREAS, solid waste generation has overburdened the landfill capacity
throughout the nation, California, and Orange County; and
WHEREAS, almost 180 million tons of waste was generated in the United
States in 1988 which equates to over six pounds of waste per person per
day; and
WHEREAS, the State of California passed the Integrated Waste Manage-
ment Act of 1989 under Assembly Bill (AB) 939, which delegates responsibil-
ity for resolving and managing solid waste problems to cities and counties,
and requires that each jurisdiction be able to divert 25 percent of land-
filled waste by 1995 and 50 percent by 2000; and
WHEREAS, AB 939 requires each city and county to develop a Source
Reduction and Recycling Element which dictates how the solid waste reduc-
tion goals will be met through source reduction, recycling, composting,
environmentally safe waste transformation and environmentally safe land
disposal; and
WHEREAS, an amendment to AB 939, Assembly Bill 2707, removed household
hazardous waste from the Source Reduction and Recycling Element, requiring
cities to prepare a separate Household Hazardous Waste Element; and
WHEREAS, the public was invited to participate and comment in prepara-
tion of both Elements and Negative Declarations in preliminary and final
draft form through public hearings and 30 -day public review periods; and
WHEREAS, the City of Costa Mesa's final draft Source Reduction and
Recycling Element and Household Hazardous Waste Element have been prepared
in compliance with AB 939, with both Elements addressing current and pro-
jected solid waste types and amounts generated, disposed, and diverted and
the programs the City intends to implement to meet AB 939 requirements; and
WHEREAS, the Source Reduction and Recycling Element and Household
Hazardous Waste Element have each been satisfactorily analyzed in Negative
Declaration documents, and findings related thereto have been prepared; and
WHEREAS, the City Council has considered the Negative Declarations;
and
WHEREAS, this Council deems it to be in the best interest of the City
that said Elements be adopted;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Costa Mesa that the Source Reduction and Recycling Element and Household
Hazardous Waste Element are hereby adopted in order to commence implementa-
tion of proposed waste reduction programs and to meet all requirements of
Assembly Bills 939 and 2707, as well as goals and objectives of both
Elements.
BE IT FURTHER RESOLVED that the City Council adopts the Negative
Declarations on the basis of the Initial Studies.
