A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, AUTHORIZING FISCAL YEAR
1992-93 COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLE-
MENT FUNDS APPLICATION SUBMISSION TO THE UNITED
STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.
WHEREAS, the City of Costa Mesa is making a good faith effort to
implement the policies and programs contained in the City's General Plan;
and
WHEREAS, it is the City's desire to benefit low and moderate inoome
households; and
WHEREAS, the City is eligible for $924,000.00 in 1992-93 Community
Development Block Grant funds which can be used for housing, social serv-
ices, public facilities, and administration as set forth in the attached
Statement of Community Development Objectives; and
WHEREAS, the City has published one notice announcing the availability
of funds and requesting proposals for projects; and
WHEREAS, the City has published one notice of public hearing request-
ing comments on the "Proposed Statement of Community Development Objectives
and Proposed Use of Funds" and made it available to the public; and
WHEREAS, the "Proposed Statement of Objectives and Proposed Use of
Funds" has been thoroughly reviewed; and
WHEREAS, in the "Final Statement of Objectives and Proposed Use of
Funds", the City has considered all public comments or views which have
been received either in writing or at the public hearing;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Costa Mesa that the 1992-93 Community Development Block Grant Application
submission is hereby authorized.
BE IT FURTHER RESOLVED that the City Manager is hereby identified as
the official representative of the Grantee to submit the Final Statement
and application, all certifications and assurances contained therein, and
such additional information as may be required.
BE IT FINALLY RESOLVED that the City Manager is hereby identified as
the official representative of the Grantee to sign all appropriate subagent
agreements for use of funds approved in the Final Statement.

FISCAL YEAR 1992-93 APPLICATION
The CommntmmllLy Development Block Grant for Costa Mesa will he HIRE
HUNDRED A141) TWENTY FOUR TUOUSAND DOLLARS ($924,000) for fiscal year
1992-93. Below are proposed all.ocaLions for use of the CDBG Grant
funds for commsideraLlon and approval by the City Coummcil at a
public: meetltmy May 4, 1992.

The following further explains the approved allocaLion of the NINE,
HUNDRED AND TWENTY POUR THOUSAND DOLLARS ($924,000) grant:
Administration - 'These funds will be used to retain a qualified
staff to administer and oversee the implemenLation and operaLion of
the Community Development Block Grant programs .1.11 accordance w1 Lh

Public Service programs - Funds will be allocated Lo yualifyiiiy
Public Service Agencies to provide City-wide services to meet Lhe
specialized Needs of Lhe homeless, elderly, Handicapped, and low to
moderate. income persons and families in keeping with objective 3
above.
housing Rehabilitation - Low and moderate income residents are
eli.gible'on a City-wide basis to apply for low interest loans or
deferred payment loans to rehabilitate their homes. This program
has been ongoing for several years and contl.nues to improve the
housing stock of the City. This program meets objectives 1, 2, 4,
and 5.
Repayment 108 Loan - The City obtained a Section 100 Loan
(borrowing against future allocations of CDBG) 111 19117 for 1 -he
purpose of purchasing land In Lhe Redevelopment Project Area for
redevelopment. The loan has been repaid with unused loan funds and
interest earned on the l.,oan-Repayment Account unL11 Lhis year.. It
Is now necessary to finish repaying that loan with CDBG funds. The
final payment on this loan is scheduled to be made August 1, 1993.
Neighborhood Improvement Program (NIP) - In accordance with
Objective 2, NIP funds will be used to prevent blighting influences
and deterioration of housing, neighborhoods, and community
facilities.
Program Income - Loans paid back, interest earned on the bank
account, (borrowiruy against future allocations of CDBG) are Program
Income. These funds have been desiynated for Housing
Rehabilitation loans. Currently, the account has $10.000. It is
estimated that five (5) loans ($50,000) may be paid back during the
1992-93 year. hent payments received from Costa Mesa Family
Village may be approximately $40,000 this year, and it 1s
recommended that Program Income from this project be desiynated Lo
be used for Housing Itehabill_LaLion.
REALLOCA'T'ION - 1991-92 FISCAL YEAR CDBG UNUSED FUNDS
That the City Council approve reallocation of approximately THREE
HUNDRED TWENTY EIGHT 'THOUSAND FOUR HUNDRED DOLLARS ($328,400)
unused funds from prior years allocations to projects such as the
following: Vehicle Parking District Reconstruction, Housinq
Rehabilitation, Neighborhood Improvement Program, American
Disabilities Act, Removal. of Architectural Barrios, SRO.
SUMMARY
All current- and past projects meet at least- one of the national
objectives which are to benefit low/moderate income persons,
prevent slum and blight, and meet urgent- needs.
At least '10 percent (70%) of the 1992-93 funds will. be spent- on
activities that benefit low to moderate income persons.
Relocation Policy
It is established policy of the City of Costa Mesa to minimize
displacement of persons as a result of activities assisted with
CDBG funds. If necessary, personal or commercial benefits will be
provided, as required by the U.S. Department of HUD and described
in the City's Relocation/D:isplacement- Policy Plan, on file in the
Housing and Community Development Department for public review.
Citizen Participation Plan
It is the policy of the City of Costa Mesa to give all persons,
organizations, agencies, and private companies an equal opportunity
to participate in the decision making process as related to the use
of CDBG funds. A detailed•Citizen Participation Plan, which is
consistent with Section 104(a) of the (lousing and Community
Development Act of 1974 as recently amended, is on file for public
review in the (lousing and Community Development Department-.

The 1992-93 program objectives and proposed activities are
consistent with the City's Comprehensive Housing Affordability
Strategy approved by IIUD and on" file in the City's housing and
Community Development Department for public view.
Residents of Costa Mesa are invited to offer their written comments
regarding Costa Mesa's use of CDBG funds for fiscal year 1992-93.
