HomeMy WebLinkAbout92-80 - Supporting Report Presented to South Coast Air Quality District ManagementRESOLUTION NO. 92-80 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, SUPPORTING THE FINAL REPORT OF THE SPECIAL COMMISSION ON AIR QUALITY AND THE ECONOMY PRESENTED TO THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT BOARD. WHEREAS, in December, 1991, the South Coast Air Quality Management District Board established a Special Commission on Air Quality and the Economy, with a broad-based membership including representatives of local government, environmental groups, businesses, organized labor, minority organizations, and concerned State and Federal agencies; and WHEREAS, the Commission was directed to take public testimony throughout the air basin and to then report on the impact of air quality regulations on the economy; and WHEREAS, the Commission took public testimony at seven hearings throughout the air basin, deliberated, and developed the conclusions and recommendations described in this report; and WHEREAS, the overall conclusion of the Commission is that significant numbers of the regulated community - Federal and State agencies, schools, businesses, and individuals - continue to perceive the District's programs as having an unnecessarily harsh economic impact on their operations, and the Commission has identified and recommended methods of responding to perceptions about the District's impact on jobs and businesses; and WHEREAS, the Commission has not proposed fundamental changes in the District's goals, but has made recommendations that, if implemented, would more directly involve the regulated community in District programs, provide for more checks and balances in the District's procedures, and mitigate economic hardships on smaller businesses; and WHEREAS, the Commission feels its recommendations will result in policies that will reduce the impacts of air quality regulations on the economy and ultimately increase the effectiveness of the District in pursuing its air quality goals; and WHEREAS, the Air Quality Management District Board considered the recommendations of the Special Commission at its meeting of August 6, 1992. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa that the Air Quality Management District Board is hereby urged to adopt and implement with dispatch the recommendations of the Special Commission, including reconsideration of those recommendations of the Special Commission not yet adopted, including appointment of an independent ombudsman and investigation of alternatives to Regulation XV.
