HomeMy WebLinkAbout92-85 - Approving PA -90-55A, 1870 Harbor Boulevard2�� RESOLUTION NO. 92-85 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, APPROVING PLANNING ACTION PA -90-55A. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, an application was filed by Lars Andersen, authorized agent for Triangle Square Joint Venture, with respect to real property located at 1870 Harbor Boulevard, requesting an amendment to a Planned Signing Program in a Planned Development Commercial zone; and WHEREAS, a duly noticed public hearing was held by the Planning Commission on August 24, 1992; and WHEREAS, the application was called up for review; and WHEREAS, a duly noticed public hearing was held by the City Council on September 21, 1992; NOW, THEREFORE, BE IT RESOLVED that, based on the evidence in the record and the findings contained in Exhibit "A", and subject to the conditions contained in Exhibit "B", the City Council hereby approves Planning Action PA -90-55A with respect to the property described above. BE IT FURTHER RESOLVED that the Costa Mesa City Council does hereby find and determine that adoption of this resolution is expressly predicated upon operation of the business or activity in the manner described in the staff report for Planning Action PA -90-55A, and upon applicant's compliance with each and all of the conditions contained in Exhibit "B". Should any material change occur in the operation, or should the applicant fail to comply with the conditions of approval, then this resolution, and any approvals herein contained, shall be deemed null and void. The information presented substantially complies with the conditions set forth in Costa Mesa Municipal Code Section 5- 122, in that in light of the unique nature of the property and the scale of the building, the proposed signing with 70 letters is not inconsistent with the intent of the sign Ordinance. The lettering is an integral architectural feature of the building as opposed to a sign and this is not intended to be precedent -setting in as much as it is located in a PDC zone. It does not represent a grant of special privilege. EXHIBIT "B" Ping. 1. Street addresses shall be displayed on the fascia or store front adjacent to the main entrance of the building, in a manner visible to the public street. Numerals shall be 12" in height with not less than 3/4" stroke and shall contrast sharply with the background. Identification of individual units shall be provided adjacent to the unit entrances. Letters or numerals shall be 4" in height with not less than 1/4" stroke and shall contrast sharply with the background. 2. Permits shall be obtained for all signs, including banners and other special event signing, according to the provisions of the Costa Mesa Sign Ordinance. 3. Letter height for the large Nike Town sign to be 7' in height. other letters to be as presented in the plans which are part of this application. The 7' letters are to be indented into the building no more than 3" and are to be of the exact same stucco material and color as the are surrounding those letters. Further, the letters are not to be in any way lighted internally and the indirect light shall be as described as being directed from above and below the letters. Bldg. 4. Comply with the requirements of the Uniform Building Code as to design and construction. 5. Relating -to the Nike name and "swoosh'f, the cycle of the color change on that portion of the sign shall be no less than 60 seconds. �j 1
