A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, REQUESTING THE ORANGE
COUNTY LOCAL TRANSPORTATION AUTHORITY TO
ALLOCATE MEASURE M FUNDS FOR DESIGN SERVICES
ON HARBOR BOULEVARD AT THE INTERSECTIONS OF
SOUTH COAST DRIVE AND THE I-405 FREEWAY RAMPS.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE
AS FOLLOWS:
WHEREAS, the Orange County Local Transportation Authority approved a Measure M
Streets and Roads Program for fiscal year 1992-93; and
WHEREAS, the program includes $57,750.00 in fiscal year 1992-93 for a regional
interchange project at Harbor Boulevard and South Coast Drive/I-405 Freeway; and
WHEREAS, the City of Costa Mesa has adopted a General Plan Circulation Element
which does not preclude implementation of the Master Plan of Arterial Highways within its
jurisdiction; and
WHEREAS, the City of Costa Mesa has awarded the contract for the project on
February 1, 1993, for $170,038.00; and the City of Costa Mesa has completed the required
preparatory work in accordance with the standards required by the City and other affected
jurisdictions involved with said project;
NOW, THEREFORE, BE IT RESOLVED that the City of Costa Mesa hereby requests
that the Orange County Local Transportation Authority allocate $51,975.00 of Measure M funds
from the Regional Interchange Program for construction of the Harbor Boulevard and South
Coast Drive/I-405 Project to the City. This request is in conformance with the Measure M
allocation process and does not exceed ninety (90) percent of the programmed amount or ninety
(90) percent of the design services contract.
BE IT FURTHER RESOLVED that the City of Costa Mesa agrees to fund any
additional costs over the identified programmed Measure M dollars.
BE IT FURTHER RESOLVED that the remaining ten (10) percent in Measure M funds
will be transferred to the City of Costa Mesa when construction is completed and a final report
on the project is accepted by the Orange County Local Transportation Authority. The City of
Costa Mesa agrees to submit the final report to the Orange County Local Transportation
Authority within ninety (90) days after the City's acceptance of the improvements.
