HomeMy WebLinkAbout93-10 - Protesting State Cutbacks Against Local Governments314 RESOLUTION NO. 93-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, PROTESTING THE STATE CUTBACKS AGAINST LOCAL GOVERNMENTS. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the State of California has experienced severe budget problems over the past two years and has had difficulty in addressing these problems; and WHEREAS, the last State Budget Review Process in 1992 continued for 64 days beyond the deadline and resulted in considerable delays, difficulties, and uncertainties for local governments; and WHEREAS, the State Legislature and the Governor have exhibited an increasing inclination to reduce levels of funding to local governments while increasing the level of mandated, required, and unfunded State programs; and WHEREAS, the "balanced Budget actions" by the State have hampered the City of Costa Mesa in its efforts to serve its citizens, have threatened the financial stability of our City and all local governments and special districts throughout the State, and have compromised the ability of said governments to provide basic services to their citizens; and WHEREAS, the State's reduction in funds to local governments resulted in both new and increased charges, withholding of traditional revenues, and therefore, forced tremendous cuts in all local budgets; and WHEREAS, the City of Costa Mesa, in 1991-92, was forced to budget $231,000.00 for new County Jail Booking Fees, $170,000.00 for new Property Tax Collection Fees, and $75,200.00 for California Fire Incident Reporting Systems (CFIRS) required upgrades; and lost revenue from transfers of Motor Vehicle License Fees ($11,000.00), Motor Vehicle Code Violations ($300,000.00), and Parking Citation Fines ($65,000.00); and WHEREAS, the City of Costa Mesa, in 1992-93, was forced to budget $75,000.00 for County Jail Booking Fees, $170,000.00 for Property Tax Collection Fees, and $11,400.00 for required CFIRS maintenance; and lost revenue from Cigarette Tax Revenue elimination ($287,000.00), Parking Citation Fines ($65,500.00), and Motor Vehicle Code Violations ($300,000.00). After City Budget adoption, the State confirmed permanent elimination of the City's share of Cigarette Tax Revenue by 9 percent ($1,175,000.00), and reduced Redevelopment Property Tax Increment Revenue by 17 percent ($330,000.00); and WHEREAS, the City of Costa Mesa has been severely impacted by these cuts resulting in reductions in the funding of full-time positions, including Police and Fire personnel, reductions in part-time staff, and elimination of Cultural Arts, Advertising, and Public Service Grants, conferences, travel, and capital outlay purchases; and WHEREAS, the City of Costa Mesa, as a direct result of the State Budget cuts, has severely limited its own expenditure levels, has instituted a hiring freeze, and has frozen employee salaries; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa demands that the State of California balance its own Budget without raiding the treasuries of local governments and special districts.
