IFTER.EAS, it has been called to the attention of this Council that Assembly Fill No. 1972, now before the California Legislature, would amend the Water Code and `, add a section to the Fish and Game Code, relating to water pollution; and WKE EAS, said amendments, if enacted, would radically alter the present water pollution control program in the State; and WHI EAS, it is believed that the original establishment of Regional Water Pollution Control Boards was based on the accepted premise that each Region has problems best dealt with on a regional level rather than at a centralized statewide level; and lPTEREAS, the present water pollution control program has functioned efficiently since its enactment in 1Q49 and has provided a reasonable degree of water pollution control with a minimum of governmental expense and a maximum of local control; and WHEREAS, Orange County Sanitation Districts have, during the present eater pollution control program, jointly expended a total of apuroximately t-°10,000,000.00 for waste treatment and disposal facilities, and are currently expending approximately Ifl JC0,000.00 annually for such facilities, and by such expenditures and planning in accordance with the regnirements of the Santa Ana Regional Water Pollution Control Board have consistently fulfilled their obligation with respect to the maintenance of satisfactory water quality; NOV, THEFEF'ORE, IE TT KSOLVEl BY TV! CTTY COITNCTL OF THE CITY CF COSTA MESA that the amendrents proposed to the existing Water Pollution Control Act by Assembly Bill No. 1974 are not necessary to the effective control of water pollution and would, if enacted, result in a destruction of the principle of local control and world add to the expense of water pollution control within the State without increasing the effectiveness of such control; and Ph TT FURTHER FESCLVEP, that the City Clerk of the City of Costa Mesa is =- hereby authorized and directed to transr,it copies of this Resolution to members of the Leri_slature representing this City, and their sppport is hereby solicited in opposi.t;on to Assembly Rill No. 1074 in its present form.
