HomeMy WebLinkAbout448 - Elimination of 17th Street Curve Protested677 RESOLUTION N0, 448 A RESOLUTION OF THE CITY COI.'NOT_L OF THE CITY OF COSTA MESA PROTESTING A PROPOSED OBSTRI"CTION TO THE FREE FLOW OF INTER- CITY TRAFFIC BETWEEN THE CITY OF COSTA MESA ANITHE CITY OF NEWPORT BEACH, WHEREAS, that certain State Highway known as Newport Boulevard in the City of Costa Mesa, and that certain State Highway known as the Coast Highway in the City of Newport Beach, are joined, linked and connected by a contiguous highway known as Seventeenth Street in the said adjoining cities of Costa Mesa and Newport Beach; and WHFPEAS, said Seventeenth Street in the City of Costa Mesa is a Major City Street, and serves and functions as an inter -city traffic artery as well as a connecting link between the two State Highways, and is currently in process of widening and improvement to better fulfill this flmction; and WHEREAS, said Seventeenth Street in the City of Newport Beach also serves and functions as an inter -city traffic artery; and WHEREAS, the City of Newport Beach proposes to construct an inter- section on said Seventeenth Street within its territorial limits to replace the ex- isting radial curve of said Seventeenth Street; and i WHEREAS, the construction of said intersection would obstruct the J normal and regular flow of inter -city traffic, and impede the normal and regular interchange of traffic between the said Newport Boulevard in the City of Costa Mesa and the said Coast Highway in the City of Newport Beach; and WHEREAS, the construction of said intersection would constitute a "bottle -neck" in said normal and regular flow of traffic; and WHEREAS, the construction of said intersection would tend to divert traffic ttroegh residential streets in the City of Costa Mesa not designed to carry such traffic; and WHEREAS, the construction of said intersection world create an add- itional and unnecessary traffic hazard on said Seventeenth Street; and WHEREAS, the construction of said intersection would not facilitate the movement of traffic, but instead would act as a deterrent to the use of said street; NOW, THEREFORE, BE IT RESOLVED, that the construction of said inter- section in said Seventeenth Street by the City of Newport Beach, be, and the same is hereby, protested by the City Council of the City of Costa Mesa; and 671 BE IT FURTHER RESOLVED, that the State Highway Commission be, and the same is hereby, urged and requested to withhold approval of the design of said intersection, and to suegest a more satisfactory design; and RE IT FURTHER RESOLVED, that the City '`'anger of the City of Costa Mesa be, and he is hereby, ordered, instructed and authorized to protest the con- struction of said intersection as proposed, before the State Engineer of City and Cooperative Projects in Sacramento, California, on the 12th day of March, 1958, and to endeavor to reach agreement on a mutually satisfactory design..
