RESOLUTION NO. 318
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA APPROVING
AN OPERATIONAL PLAN OF CIVIL DEFENSE.
WHEREAS, the Office of Civil Defense of the City of Costa Mesa has pre-
(( pared an operational plan to be placed in effect immediately upon the existence or
■ declaration of a state of extreme emergency in the State of California; and
` WHEREAS, said operational plan may also be placed in effect in case of
local disaster by action of this Council;
NOW, THEREFORE, HE IT RESOLVED, that the operational plan as prepared by
the Office of Civil Defense of the City of Costa Mesa, a copy of which is attached

to and by reference made a part of this resolution, be, and the same is hereby,
ratified, confirmed and approved by the City Council of the City of Costa Mesa.

MEDICAL SERVICE
1. The purpose of this directive is to familiarize the Service head
and his personnel with their responsibility in the overall care
of sick and inJured.
II. Mission
A. To perform wich medical treatment as determined by the Chief
of service to be necessary for the preservation of life, and
as far as possible, effect procedure for ultimate recovery
and/or care of injured citizens.
III. Organization
A. Chief of service
B. Balance of personnel to be assigned as needed in event of
disaster,,
C, Equipment - Hoat, Memoriam Hospital - 80 beds, to be expanded
to 215 beds.
D. Aid Stations - Harbor '4iFh School
E. Emergency Wards - In the event of overflow, additional space
can and will be _requisitioned by C. D. Headquarters,
IV. Evacuation
A. Private Ambulance service - capacity 14 persons per trip -
V. Operating Procedure
A. Upon receipt of alert, Chief of service will report to C. D.
Control center and assume cormand of all Yedical personnel.
B, Upon receipt of reportsof injured and possible dead, Chief
of Service will direct such resources as he deems necessary
to combat any given situation.
C. As far as practical, all supplies and personnel will be
from the city, however, if in the opinion ol" the Chief of
Service, additional help is required, he will notify the
Director or asst Director of his decision and request what-
ever additional personnel and supplies he needs.
D. The feeding and clothing of patients will be handled by
C. D. Headquarters, but will be requisitioned by the Chief
of Service.
E. ?!ovement of overflow of patients out of the area will be
handled by C. D. Headquarters, through request of !Medical
Division.
VI. Scope
The outline above is not to be construed as a hard and fast rule.,
but merely as a guide to help the Service Chief. The plan is
intended to be flexible in order that the scope can be enlarged
or contracted as deemed necessary by the Chief of Service.
