The City Council of the City of Costa Mesa does hereby express its appreciation to the Home Rule Group for its untiring efforts in bringing about the incorporation of the City of Costa Mesa and its gratitude to the leaders of the Home Rule Group and to its many loyal workers who labored so long and arduously to make Costa Mesa a better City in which to live.
