b;ESA, CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLD-
ING OF A REGULAR MNI01PAL ELECTI)N TO BE hELD IN SAID
CITY ON TUESDAY, THE 13TH DAY OF APRIL, 1954, FOR THE
ELECTION OF CERTAIN ) FICERS JF SAID CITY AS REQUIRED
BY THE PRJVISIJNS OF THE LAWS OF THE STATE JF CALIFORNIA
RELATING TO CITIES OF THE SIXTH CLASS AND FOR THE SULMISS-
ION TO THE QUALIFIED ELECTORS JF SAID CITY OF A CERTAIN
QUESTION, PRJ:JSITIJN JR MEASURE RELATING TO CJLPF,NSAT-
ION TO CITY CJUNCILIdEN.
WHEREAS, under the provisions of the laws relating to
cities of the sixth class in the State of California, a regular
c� general municipal election shall be held on the 13th day of Apr -

il, 1954, for the election of five members of ti City Council
of said City for the full terms provided by law; and
WHEREAS, the City Council of said City also desires to
submit to the qualified electors of said City at said election
the question, proposition or measure relating to the compensation
to City Councilmen hereinafter set forth;
NOW, THEREFORE, THE CITY CJUNCIL OF Thi CITY JF COSTA 4iESA,
CALIFORNIA, DJES HEREBY RE3JLVE, DECLARE, DETER,1142 AND ORDER AS
FOLLOWS:
SECTIJN 1. That pursuant to the requirements of the laws
of the State of California relating to municipal corporations of
the sixth class within the said State, there shall be, and there
is hereby, called and ordered held in the City of Costa t;esa,
County of Jrange, State of California, on Tuesday, the 13th day
of Anril, 1954, a regular general iuunicipal electijn of the ^ual-
ified electors of said Cit} for the purpose of electing five n:eni-
bers of tte ;ity Council of said Jit, for the full terms pre-
scribed by law.
3SJTl Jtd 2. That said it. Council pursuant to its right
and authority so to do, does hereby deter:uine that there shall
be, end tf.ere is hereby ordered, submitted to the qualified elect-
ors of said Cit;. at said regular general municipal election the
following question, to wit:

A cross (X) placed in the voting square after the word
"YES" in the manner hereinbefore provided shall be counted in
favor of the adoption of the question or proposition. A cross
(X) placed in the voting, square after the word "NO" in the man-
ner hereinbefore provided shall be counted against the ado,tion
of the question or proposition.
SECTIJN 3. That the ballots to be used at said election
shall be, brth as to form and matter contained therein, such as
may be regaired by law to be used thereat.
SECTIJN 4. That the City Cierk of said City is hereby
authorized, instructed and directed to procure and furnish any
and all official ballots, natices, printed matter and all supp-
lies, equipment and paraphernalia that may be necessary in ord-
er to pro;•,erly and lawfully conduct said election.
SECTIJN 5. That for the purpose of holding said regular
general municipal election, there s}:all be eleven (11) voting
precincts within the said City consisting of consolidations of
the regular election precincts established for holding State and
County elections. The respective precincts, pollir:,q places of
said respective precincts, and the respective boards of election
for said respective precincts are hereby fixed, designated, app-
ointed and established as follows:

SECTION 6. That all of the persons hereinabove named as
election officers are hereby appointed as such election officers,
respectively, and their compensation is hereby fixed at the sum
of .12.00 for each Inspector, and W10.00 for each Judge and Clerk,
for said election. The rental for each of such polling places,
where a charge is made, shall be the sum of yiO.00 for said elect-
ion.
SECTION 7. That the polls for said election shall be opgn
at seven o'clock A.I<i. of the day of said election, and shall
remain open continuously from said time until seven o'clock P.M.,
of the same day, when said polls shall be closed, except as
provided in Sections 5734 and 5735 of the ElectiDns Code of the
State of California.
SECTION 8. That in all particulars not recited in this
resolution, said election shall be held and conducted as provid-
ed by law for holding municipal elections in said City.

SECTION 9. That notice of the time and place of hold-
ing said election is hereby given and the City Clerk is hereby
authorized, instructed and directed to give such further or
additional notice of said election in time, form and manner as
required by law.
SECTIJN 10. That the City Clerk of said City is hereby
authorized, instructed and directed to give notice of said
electi,n in the time, form and manner as required by law and
shall cause to be printed, on plain white paper, without water-
marks, at least as many copies of the form of ballot provided
and used in each voting precinct as there are voters in the pre-
cinct. Such copies shall be designated as "Sample Ballot" upon
their face. Said City Clerk shall commence to mail one Sample
Ballot, postage prepaid, to each voter not more than 40 nor less
than 15 days before said 13th day of April, 1954. The mailing
of said Sample Ballots shall be completed at least 10 whole days
before said day of election. The number of such Sample Ballots
printed shall not exceed the total registratijn by m)re than
Fifteen Percent (15�). Said City Clerk shall also enclose in
the envelope with each of the Ballots, a card statin_,, the loc-
ation of the precinct's polling place of each voter. Only off-
icial matter shall be sent in such envelope.
SECTION 11. That the City Clerk shall certify to the pass-
age and adoption of this resolution; shall enter the same in the
book of original resolutions of said City; and shall make a min-
ute of the passage and adoption thereof in the records of the
proceedings of the City Council of said City, in the minutes of
the meeting at which the same is passed and adopted.
SECTION 12. That this resolution shall take effect imm-
eidately.
Passed, approved and adopted this let day of March, 1954.
