CIVIL DEFENSE AND DISASTER RESOLUTIJN
Y+Hi'REAS, Ordinance No. 41 of the City of Costa Lesa
relating to Civil Defense and Disaster provides that the Civil
Defense and Disaster organizati>n, the distribution of Civil De-
fense powers and duties, the assignment of functions and services
and the recruitment, direction and training of personnel shall be
prescribed by resolution adopted concurrently with the adoption
of said Jrdinance now, therefore, be it

as follows:
SECTIJN 1. The Civil Defense and Disaster organization of
this City shall be as hereinafter mire particularly described and
as sYown on the attached chart marked Exhibit A and entitled,
"Suggested L.odel Local Jrganization of Civil Defense." Said Ex-

3-,;-1 )N 2. Division of Operating Services. There is
hereby created u division �f o;eratiag services. r'or tl,e purposes
of Civil Defense planning and )r;;anizati>n, the chief of each op-
eratiug service within tt.is division sLali be respznsible to the
director thrju;;h the assistant director.
Witl.in tl.is divisi)n, there snai:. be the following Civil
Defense and Disaster services:
(1) Fire service;
(2) Law enforcement service, w;,ich sl -all include the
plant urotectixn service;

(3) Engineering service, which shall include utility
service, shelter Protection and rescue service;
(4) Health and medical services, which shall include spec-
ial weapins defense; and
(5) Emergency welfare service, which shall ihclnde mass
feeding, clothing and shelter

(7) Public affairs and information service
The director shall appoint a chief of each such service,
except as hereinafter provided. The if of ti -e Fire Department
of the City if Costa eiesa shall be the chief of tt,e fire service.
The Chief of Police of the City of Costa l,esa shall be chief of
the law enforcement service. The City Engineer of the City of
Costa b.esa shall be ct.ief of the engineering, service.
SEJTIJN 3. DivisiJn of Special Services. There is hereby
created a division of special Civil Defense and Disaster services.
This division shall be under the direction and control of a deputy
director of Civil Defense, who shall be appointed by the director.
For the purpose of Civil Defense and Disaster pla,ming and organ-
ization, the deputy director is responsible to the director through
the assistant director of Civil Defense and Disaster.
Within this division there shall be the following services:
(1) 'evacuation service;
(2) Transportation service;
(3) 'tJarden service;
(4) Communications service, which small include civil
air raid warning;
(5) Supply service;
(6) Training service;
(7) Personnel service, which shall include the recruit-
ment of civilian auxiliaries to military activities; and
(6) General Administaati ,n service.
The director shall appoint a 6 ief of each such service

legal advisor to the director of Civil Defense and to the Civil
Defense organization.
SEJTIJN 5. A;-.dR1Jf.C, e.iD -'ROCS. The American :ted Cross
in the City of Costa I.esa will, in natural disaster, furnish food,
clothing, shelter, re,mistratijn andinformationservice,

supplementary medical service when requested, and rehabilitat-
ion to individuals and families affected by the disaster.
In war -caused disaster. the Ar::erican Red Cross will fur-
nish only food, clothing and shelter to affected individuals and
families.
The American -ed Cross will provide funds with which to
finance all its relief )peratiris during natural disaster. Civil
Defense Financing will be provided by public or private agencies
other than the Red Cross for Red Cross functions in war -caused
disasters.

The director shall be responsible for arranging, through

-c' the chairman of the local iced Cross Chapter, for the participation
of the .,ed Cross in Civil Defense as a part f the mass care serv-
ice in case of war -caused disaster, and .'or the relationship be-
tween the had Cross and the Civil Defense organization in case of
natural disaster.
33CTI.)N 6. Duties. The Civil Defense and disaster duties
of the deputy director and the chiefs of operating services and
special services shall be as described in "United States Civil De-
fense," National Security Resources Board Document 128, dated
September 8, 1950, copies of which shall be filed in the office of
the City Clerk for use and examination by the public. Such duties
as described in "United States Civil Defense" may be changed from
time to time by the director by written administrative orders,
particularly for the purpose of conforming to recommendations of the
State Director of Civil Defense or subsequent modifications re-
commended by the Federal Civil Defense Administrator. Upon re-
comn;endation of the Civil Defense and Disaster Council of the City
of Costa Mesa, such duties shall be changed in accordance with
