The City Council of tli.e City of Costa M1Iesa does re- solve as follows: SE'CT1JN 1. To facilitate the payments to employees of the City, there is hereby established a "Payroll Fund" in the minimum sum of .;10,000.00 which shall be used exclusively for the payment of City employees, including contract employ- ees. Payments to employees shall be made by checks drawn on said "Payroll Fund", prepared by the City Fiscal Jfficer, and signed by the City Fiscal Officer. S3CTIJN 2. A warrant is hereby ordered to be drawn on or before June 30, 1954, establishing the "Payroll. Fund" in the minimum sum of w10,000.00. SSCTIJN 3. Before preparing; said checks, the City Fis- cal Officer shall prepare a detailed payroll based upon tie resolution and terms of employment of the several employees of the City and the certification of the department heads or oth- ers whose duty it is to keep records of work time of extra or temporary employees, who shall report such "time" on time cards showing the name of the person, the date, and the hours of time, and designating the department of the City in which the work was performed and the rate of pay. Said report small be made on reg- ular time cards, signed by the person recording such time, and delivered by him to the City Fiscal Jfficer not later than the 2nd and 16th days of each month, covering the payroll periods to the 1st and 15th of each month. At the for the correctness thereof. first regular meeting of the City Council succeeding the drawing or delivery of such payroll checks, the Fiscal Jfficer shall present 4o the City Council the payroll and demand covering all payment made thereunder, duly certified by the City r.ana;er and the respecti�e depart- ment heads as to its correctness and giving the total of the ex- penditures made from said payroll fund for the payment of said employees, together with a voucher covering the same, and the City Council shall thereupon audit the same, and, after audit, shall draw a warrant in said sum in favor of the "Payroll Fund". Said voucher shall be deposited by the City Treasurer in the "Payroll Fund". Any adjustments of the payroll account of the several employees shall be made by the City Fiscal Officer in prepar- ing the next succeeding payroll voacher. SECTION 5. Special, additional or other paid compen- sation or service shall be payable upon the presentation of pro- per demands therefor to the City Council, to be presented and approved in the usual manner. SECTION 6. The City Fiscal Jficer is hereby author- ized to sign and deliver payroll checks drawn on the "Payroll Fund" in the several amounts to the several employees of the City of Costa kesa against the payroll as certified to the City D:anager and the several department heads.
