VrThbEAS, the City Counc'1 of the City of Costa Mesa is desirous that the duties, qualifications and redirements of the Tire Chief of the City of Costa Mesa be established; "'Oh, T"EFEFOFE, the Cite con nell of the City of Ccsta tisea does hereby resolve, determine and order as follows: FTFE C'IT LF: A. Pities: Ander tue carectirn of the City I anarer, the nits Chief shall have charce of and he resrons'lle for the activities and personnel of the Fire I'enartrent; and under tI,e cirerticn of the City Nanaver, the Fire Chief shall have complete authority, control, and command over the Fire Iepartment; and shall be responsible for the traininm of candidates for membership, and for the further training of members; he shall coordinate and supervise the prevent- ion and control of fires and of all measures necessary to ouarc and protect en- dangered property; to review the dally reports of all couranies; to maintain prover discioline and efficiency anc check the work and eeuipment of department personnel as necessary; to answer calls relatino to the work of the department; to interview, inform and advise citizens and officials of the laws, ordinances, roles, rear lations, activities and policies of the department; to make invest- igations of any complaints and charves of laxity or misconduct in the performance of 0 ties by members of tke department; to cooperate with Civil Iefense and other organ zat'ons; to analyze fire co-bitio-s and plan fire prevention measures; to keep Fire Lepartrent iecores and to ma,e rej its V ereof; to scnervise and manage the maintenance of all lelldin,s, apparatus and equipment of the Ieiartment; and to perform such other related dcties as may be req�.ired. 'Phe Fire C4+ef shall be res-._onsible for the development of the organizat- ion and facilities of the City Fire Lepartment incer the direction of the City Manaeer, as provided in Ordinance No. 19 B. Fequirements: (1) Age. Applicants roust be at least twenty-five (2r) years and not over fifty-five ren) years rf ane on tate of examination. (2) Pox. Male. (3) Edi cation. General ))all '!cations: Candidates rust have exece.,.tive and adm"nistrative ability; have a thor- ouoh knowledge of modern fire prevention and fixe suppression principles and practices and the ability and leadeish+p to carry out a propressive program; be able to lead si.bordinates with a hi.rh degree of morale and to maintain discipline and efficiency in the Lepartment and respect for the Lepartment; have the ability and willingness to carry out the administrative direction o` the City Nanaper; be familiar with modern safety measures; have a thorn gh knowledge of the mechanics and rem irements of fire suppression em ipment; have a knowledge of various types of water supply; he famillar with billing codes and their relation to the act- ivities r+' the Fire L'epartment; be familiar with local civil defense orpan;zations ant the proper relations of t'e ilie I'epartrents ane to nrepare accurate, clear and corprehensive reports; have integrity, iesourcef:lness, and siroeiviscry ability, be able to assime responsiblllty anc to exercise anind inderendent iudv- rent; and have the peas—alit- and ability to work with other departments and jurisdictions and to meet the p'olic ef''ectively, inclvidually and in croups.
