A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
STATING ITS POSITION WITH RESPECT TO THE CITY OF NEWPORT
REACH PROPOSAL FOR A NEW COASTAL FREEWAY ROUTE KNOWN AS
THE NEWPORT REACH INLAND CORRIDOR.
WHEREAS, the City Council of the City of Costa Mesa has consistently
taken the position that a Coastal Freeway is necessary and that its loca-
tion is a matter to be based upon engineering studies; and
WHEREAS, engineering studies have been made by the Division of Highways
and a decision as to the location of said Coastal Freeway Route by the
California Highway Commission was first made in 1955 as to a portion, and as
to the whole on May 22, 1963; and
WHEREAS, the City of Newport Reach now proposes, by its resolution,
the reopening of the matter of the location of the Coastal Freeway Route
to another location; and
WHEREAS, the City of Costa Mesa, on reliance of the decision of the
California Highway Commission, made in 1955, and reaffirmed several times
thereafter, has based its planning of local streets and street patterns in
accordance therewith; and
WHEREAS, the relocation of the adopted Coastal Freeway Route would
directly adversely effect, by drastic compression of design, the main
local streets within the City of Costa Mesa and the interchanges and connec-
tions with the Coastal Freeway including Harbor Boulevard, Seventeenth
Street and the Newport Freeway.
NOW, THEREFORE, be it resolved by the City Council of the City of Costa
Mesa as follows:
1. That the City of Costa Mesa opposes the reopening by the California
Highway Commission of the adopted Coastal Freeway Route.
2. That the City of Costa Mesa has no opposition to the California
Highway Commission authorizing the Division of Highways to make a further
engineering study of the adopted Freeway Route within the City of Newport
Beach, with the view to seeing if there is engineering justification to
adjust and refine the presently adopted route to work out any local design
problems.
3. That request is hereby made by the City of Costa Mesa that its
representative be allowed to attend the California Highway Commission meeting
in which this matter is to be discussed, to address the Commission more fully
on the City of Costa Mesa's position.
